Last month, in a much heralded international event, the agreement that ICANN held with the United States Department of Commerce was permitted to lapse and so ICANN became an independent manager of the Internet's addressing system. While some argued that the organization was not "ready" for the transition, the majority of ICANN's multi-stakeholder community, including Afilias, agreed that sufficient accountability measures were in place to ensure that ICANN remains a responsible (and responsive) international organization. more

There's a new sheriff in town and he's riding the horse of "predictive policing". Back in July the Santa Cruz Police Department began deploying police officers to places where crime is likely to occur in the future -- making use of new predictive modeling programs that are designed to provide daily forecasts of crime hotspots -- thereby allowing the Department to preempt more serious crimes before they occurred. In essence, this is another physical-world application of machine learning and clustering technologies -- applied to preempting a criminal problem. Every now and then I get emails from readers of my blog. I mostly reply to them in private, but I recently got one question where I thought my reply might be of general interest. I took the liberty of editing the question somewhat, but in essence it was: "If you have any insight you can share with my class on cyber warfare and security, I would be delighted on hearing it." The Internet and Telecommunications are very different concepts. The Internet allows us to focus on the task at hand. That's why it is so exciting. Historically telecommunication assumed value was created inside the network and this creates conflict with creating value outside the network. more

What this means is that hundreds of millions of devices will be connected to the national broadband networks (NBN), gathering massive amounts of information and providing feedback in real time. A few weeks ago, the New York Times published an article saying that the Stuxnet worm, which infected a large number of Iran's nuclear power plants, was a joint effort between the United States and Israel. The program began under former president George W. Bush and continued under President Obama. Last month, the Washington Post ran an article saying that the US and Israel collaborated in a joint effort to develop Flame and that work included Stuxnet. more
The quintessence of typosquatting is syntactical variation: adding, omitting, replacing, substituting, and transposing words and letters. Since these minor variations are mostly indefensible, respondents rarely respond to complaints, although as I will explain in a moment there can also be innocent and good faith syntactical variations which are not typosquatting. It follows that if there are defenses, respondents should prudently respond and explain their choices because default generally favors complainants. more
According to reports, China Telecom has announced a complete schedule of IPv6 deployment including commercial trials currently underway. A full commercial launch is scheduled for 2012 while retreating from IPv4 network and services will begin in 2015. China Telecom has also announced various goals as part of the IPv6 transition which includes building a self-supporting IPv6 business and upgrading enterprise and residential gateways to support IPv6 access for government, enterprise and residential customers. more
