ICANN was formed by Esther Dyson and Jon Postel as a California-based non-profit with the responsibility to administer the Internet. However, the U.S. government retained limited control, primarily through the Internet Assigned Numbers Authority (IANA). It was the revelations, in 2013, of highly classified National Security Agency (NSA) documents by Edward Snowden that sparked global concerns over the U.S. dominance of the Internet.

In the latest twist of the US-China spat, President Trump has his sights on TikTok, the short-form video-sharing platform and ByteDance subsidiary. On July 31, President Trump threatened to ban TikTok because it was a threat to US national security. On August 6, he made good on his threat when he signed an Executive Order to that effect. President Trump tightened the screws with an August 14 Executive Order requiring ByteDance to divest its assets in the US and destroy any TikTok data on its US users within 90 days.

The Regional Internet Registry (RIR) for the Asia-Pacific region (APNIC) recently held its 55th meeting in conjunction with APRICOT, from 20 February to 2 March 2023, in Manila, USA. One of the critical discussions at the conference was centered on the APNIC policy that does not accept IP leasing and has a questionable understanding of its necessity. According to the APNIC policy manual, which was referenced during the meeting, APNIC allocates and assigns resources based on need, and 'leasing is not allowed' nor does it form a basis for further need.

A recent Pennsylvania court case emphasizes this point. Dr. Thomas, a professor at the University of Pennsylvania, forwarded an article about another professor Dr. Monge to an online e-mail discussion list. Dr. Monge claimed the article was defamatory and sued Dr. Thomas, the university, and many others.
