The time was - way back around the turn of the century - when all Internet companies believed that the Internet should be free from government regulation. I lobbied along with Google and Amazon to that end (there were no Twitter and Facebook then); we were successful over the objection of traditional telcos who wanted the protection of regulation. The FCC under both Democrats and Republicans agreed to forbear from regulating the Internet the way they regulate the telephone network; the Internet flourished, to put it mildly. more
The US Department of Commerce (DOC) has recently signed a new contract with the Internet Corporation for Assigned Names and Numbers (ICANN) for one more year. ICANN and the DOC are to continue to work together to design an organizational form that is suitable to administer and control the infrastructure of the Internet. That infrastructure includes the IP numbers, which are critical to the functioning of the Internet protocol TCP/IP. These numbers must be unique for the Internet to continue to function. The infrastructure also includes the protocols that make the Internet possible. Protocols involve the conventions or agreements that each network that is part of the Internet accepts in order to make communication possible across the boundaries of the different technical and political and administrative entities that comprise the networks of the Internet. Another component of the Internet's infrastructure is the domain name system (DNS). This system includes the names that identify various sites on the Internet and the translation of those names into IP numbers via the system of computers that make the one to one mapping between names and numbers. more
Nobody doubts that some time in the near future there will be Internationalized Domain Names (IDNs) in Chinese, Russian or Arabic scripts. The Chinese, Russian and Arabic-character-using worlds are large -- encompassing hundreds of millions of current and potential users. They are politically influential blocs, with the ability to demand action in international meetings. And perhaps most importantly, they are -- at least when taken together -- rich. The quintessence of typosquatting is syntactical variation: adding, omitting, replacing, substituting, and transposing words and letters. Since these minor variations are mostly indefensible, respondents rarely respond to complaints, although as I will explain in a moment there can also be innocent and good faith syntactical variations which are not typosquatting. It follows that if there are defenses, respondents should prudently respond and explain their choices because default generally favors complainants. more
OneWeb is building a large constellation of low-Earth orbit (LEO) Internet-service satellites and Via Satellite has published the "definitive 2018" interview of OneWeb CEO Greg Wyler. What should we do with software patents? I've seen both sides of the debate, as I work a great deal in the context of standards bodies (particularly the IETF), where software patents have impeded progress on a community-driven (and/or community-usable) standard. On the other hand, I have been listed as a co-inventor on at least 40 software patents across more than twenty years of work, and have a number of software patents either filed or in the process of being filed. more

Today's Internet is undoubtedly the mobile Internet. Sales of all other forms of personal computers are in decline and the market focus is now squarely on tablets, "smart" phones and wearable peripherals. In 2014 these providers sold 1.5 billion such devices into the global consumer market, and doubtless 2015's numbers will be greater. Half of all Internet-visible devices are now mobile devices and they generate 75% of all access provider revenues. more
Recent comments on the name collisions issue in the new gTLD program raise a question about the differences between established and new gTLDs with respect to name collisions, and whether they're on an even playing field with one another. Verisign's latest public comments on ICANN's "Mitigating the Risk of DNS Namespace Collisions" Phase One Report, in answering the question, suggest that the playing field the industry should be concerned about is actually in a different place. There's a new sheriff in town and he's riding the horse of "predictive policing". Back in July the Santa Cruz Police Department began deploying police officers to places where crime is likely to occur in the future -- making use of new predictive modeling programs that are designed to provide daily forecasts of crime hotspots -- thereby allowing the Department to preempt more serious crimes before they occurred. In essence, this is another physical-world application of machine learning and clustering technologies -- applied to preempting a criminal problem. In the cyber-world we've been applying these techniques for a number of years with great success. more
In a 2024 end-of-year memo, Gary Bolton of the Fiber Broadband Association said that FBA had partnered with the consulting firm Cartesian to look at the pros and cons of Starlink in the U.S. FBA says that report shows that Starlink currently has 1.4 million customers in the U.S., and with the current satellite constellation has the capacity to serve 1.7 million customers. more
This weekend Jari Arkko, Chair of the Internet Engineering Task Force (IETF), and Stephen Farrell, IETF Security Area Director, published a joint statement on the IETF blog titled: "Security and Pervasive Monitoring"... They go on to outline some of the IETF's general principles around security and privacy as well as some of the new developments. They also point out a vigorous (and still ongoing) discussion within the IETF around how to improve the security of the Internet in light of recent disclosures. more
Just as the last change in administration changed the course of the FCC, so will the swing back to a Democratic administration. If you've been reading me for a few years, you know I am a big believer in the regulatory pendulum. Inevitably, when a regulatory agency like the FCC swings too far in any direction, it's inevitable that it will eventually swing back the other way. more
