David Conrad is the co-founder of Layer 9 Technologies, an Internet technologies, governance, and policy consultancy, headquartered in Los Angeles, California, US. David has been involved in many aspects of the Internet since beginning his career in 1983 including protocol development and implementation, network operations, and the administration and governance of the Internet system of unique identifiers. Having been the founding Director General of APNIC, Executive Director of the Internet Software Consortium, co-founder of Nominum, Board of Directors Member of ARIN, General Manager of IANA, and CTO of ICANN, David has gained a deep understanding of the Internet governance landscape, the implementation and deployment of Internet protocols, and network operations and security. An entrepreneurial and driven C-level Executive, David has over 40 years of leading industry expertise building numerous companies in domestic and international marketplaces. He is a facilitator and builder of world-class technology research, management, and product development teams. On those rare occasions when he’s not in an airplane, David lives with his wife in Los Angeles, California and serves at the pleasure of a fluffy St. Bernard/Old English Sheepdog rescue and an overly curious Red Footed Tortoise.

This is a question that has come up multiple times during the last dozen years, and occasionally even before, in Internet Governance discussions. These discussions have included debates on whether human rights were specifically applicable to protocol design or to the organizations developing protocol standards. more
