Cathleen currently leads GPD’s Cyber Capacity Building programme—a project which works to support and enable the participation of global South civil society organisations in national, regional and global policy debates on cyber policy and human rights. As programme lead, she is responsible for research, analysis and the development of effective strategies for engagement, working alongside partner civil society actors and policy and regional experts. With extensive diplomatic experience stemming from her time at the German Foreign Office, where she served as a policy advisor on international cyber policy issues, Cathleen also facilitates interaction with governmental partners in national policy-making frameworks and through international diplomatic channels.

Her longstanding passion for internet freedom, digital rights, and the tools which enable them, led her to accept—in addition to her diplomatic workload—a one-year associateship with stiftung neue verantwortung (snv) in 2014-15. Leveraging her expertise in net neutrality and zero-rating, Cathleen worked on a research project to identify and map focus areas for digital development, from which the project team developed policy recommendations for European development organisations and decision-makers. In 2016, she was nominated for the Global Governance Futures 2027 Fellowship, where she contributes to projects and publications dealing with data governance, digital rights and the threats they face.
