Since June 2024 David has been the Executive Director of the Coalition for Online Accountability (COA). Composed of seven leading copyright industry organizations COA’s goal is to enhance and strengthen online transparency and accountability by working to ensure that domain name and IP address WHOIS databases remain publicly accessible, accurate, and reliable, as key tools against online infringement of copyright, as well as to combat trademark infringement, cybersquatting, phishing, and other fraudulent or criminal acts online.
David has over 25 years’ experience in internet and technology policy, primarily focused on issues impacting the recorded music industry. Since April 2021he has been a strategic business and technology consultant. Clients include the RIAA, SoundExchange, Jaxsta, Song Sleuth, and Switchchord. He is also a founding member of AI:OK, an initiative formed to provide a sustainable and equitable approach to using AI in the music industry.
Previously, David was at the Recording Industry Association of America (RIAA) in Washington, DC, where for 15 years he represented the major recording companies’ technology and policy interests as CTO. During that time, he participated in a number of technology and policy organizations including IETF, W3C, IGF and ICANN.
He began his career at Sony Corporation in Tokyo before moving to Sony Music in New York where, as Vice President of Technology Strategies and Digital Policy, he created and ran the music industry’s first online distribution department.
David has a B.A. Honours in East Asian Studies from the University of Alberta, Canada and a Master of Management Science degree from the University of Tsukuba, Japan. He sits on the US Library of Congress’ National Recording Preservation Board and is a member of the Audio Engineering Society and the Recording Academy. He has contributed to numerous technology formats and standards including MPEG, DVD-Audio, SACD, Blu-ray, Ultraviolet, ISRC, ISNI and DDEX. He is the inventor of over a dozen patents.
The European Union (EU) has set a high bar by tackling domain name system (DNS) abuse head on via government regulation and seems to have successfully resisted attempts to water down DNS stewardship obligations. Recent guidance from a key European Commission cooperation group (the NIS Cooperation Group) handling sections of the Network and Information Security Directive (NIS2) intends for a robust implementation of Article 28, which will go a long way toward helping to mitigate some of the longstanding problems that persist in the DNS. more
