ICANN 44 Prague: A Look at the Future

ICANN's 44th public meeting is about to start in a few days with a number of topics on the agenda. Some of them are new, while some of them are ongoing. First off, ICANN will be announcing the new CEO this Friday afternoon in Prague. Whoever it is will be coming to the organisation at a time when it faces a number of significant challenges. While the actual official meeting does not start until Monday morning there will be plenty of meetings on over the weekend as well... So what's on the "menu" for Prague? more

On Search Neutrality

In recent months there's been a robust and apparently well-funded debate about the legal status of search engine results, in particular Google's search results. On Tuesday, Tim Wu, a well-known law professor at Columbia weighed in with an op-ed in the New York Times, arguing that it's silly to claim that computer software has free speech rights. Back in April, equally famous UCLA professor Eugene Volokh published a paper, funded by Google, that came to the opposite conclusion... more

WebRTC/RTCWEB Congestion Control Workshop on July 28 in Vancouver

As we start moving more real-time communications into web browsers with the upcoming WebRTC/RTCWEB offerings, what do we do about congestion control? How do we ensure that all these browser-based communications sessions share the network fairly? With RTC capabilities now already available in builds for browsers such as Google Chrome and Mozilla Firefox, how do we deal with the expected increase in voice, video, chat and data traffic? more

Occam’s ITRs

It's been a quarter of a century since the world's governments convened to draft up a common set of regulations about the conduct of international telecommunications. In December of 2012 the world's governments will convene to reconsider these regulations, to hopefully sign an updated set of regulations. This time around, this activity is generating considerable levels of public interest. Congressional hearings in the United States have been held, and various pronouncements of intent from various governmental, regional, and industry groups have been made. more

Ethiopia Shows That Congress Is Right to Be Worried About UN Control of the Internet

Today a key committee in the US Congress approved a resolution opposing United Nations "control over the Internet." While some in the Internet community have dismissed the bipartisan effort as mere political grandstanding, recent actions by some UN Member States show that lawmakers have good reason to be worried. Last month, UN voting member Ethiopia made it a crime -- punishable by 15 years in prison - to make calls over the Internet.  more

Is the Future of the Internet at Risk?

The debate about the control of the internet is intensifying, with interesting discussions expected later on this year in Dubai at the WCIT conference organised by the ITU. Over the last 25 years the industry has moved from being mainly telephony-based to being mainly IP-based, and many say that what is now at stake is the future of the internet as we know it at this point in time... The reality now is that the political stakes of the internet have risen significantly. more

A Proposed New gTLD Timeline Without Batching

Following the release of our new gTLD multiple batch timeline yesterday, today we would like to take the opportunity to demonstrate to ICANN and the community exactly how a single batch timeline could be implemented and how this would benefit all applicants. In recent weeks, ARI Registry Services has publicly expressed concern about the current batching model and digital archery system. Several other key stakeholders within the community have also raised concerns and expressed support for our position. more

Fixing Holes

According to press reports, DHS is going to require federal computer contractors to scan for holes and start patching them within 72 hours. Is this feasible? It's certainly a useful goal. It's also extremely likely that it will take some important sites or applications off the air on occasion - patches are sometimes buggy (this is just the latest instance I've noticed), or they break a (typically non-guaranteeed or even accidental) feature that some critical software depends on. more

Proposed New IETF Standard Would Create a Nationally Partitioned “Internet”

For those worried about the threat of a state-based takeover of the Internet, there is no need to obsess over the International Telecommunication Regulations (ITRs) exclusively. Three Chinese engineers are proposing a way to alter Internet standards to partition the Internet into autonomously administered national networks, using the domain name system (DNS). The idea was not proposed in the ITU; no, it was sent to a multi-stakeholder institution, the granddaddy of the Internet itself, the Internet Engineering Task Force (IETF). more

Likely Timeline to New gTLD Delegation With Batching

Today, the team at ARI Registry Services decided to tread where no-one has tread before and map out the likely timeline to new gTLD delegation with batching. The exercise took some time, given that the information provided in the Applicant Guidebook is limited and there hasn't been any specific public data made available. However, we have presented what we believe to be the likely scenario should ICANN proceed under the current batching model, assuming a first batch of 500 applications. more

Making ICANN Relevant, Responsive and Respected

Understandably, just now new gTLDs are uppermost in the minds of people in the domain name business. For the general Internet user, some other issues retain their crucial importance: upholding the global public interest, enhancing governance within ICANN and beyond, making the Multi-Stakeholder Model (MSM) truly efficient, sustainable, and equitable. "Making ICANN Relevant, Responsive and Respected" ("R3") sets out to identify the main challenges facing the Internet community, especially in ICANN, and offers recommendations in each of the areas explored. more

New gTLDs: What Is Really Happening at the Moment?

Many of us have noticed there will soon be a new CEO at ICANN. Actual CEO Rod Beckstrom will be thanked and everyone will congratulate each other...(in English :-). OK, done... But what is really going to happen in Prague? more

Botnet Metrics and Calibration

As ISP's continue to spin up their anti-botnet defenses and begin taking a more active role in dealing with the botnet menace, more and more interested parties are looking for statistics that help define both the scale of the threat and the success of the various tactics being deployed... To overcome this problem there are several initiatives trying to grapple with this problem at the moment.. Obviously, if every ISP was using the same detection technology, in the same way, at the same time, it wouldn't be such a difficult task. Unfortunately, that's not the case. more

WHOIS Review and Beyond 3.7.8

We have posted our support of the WHOIS Policy Review Team Report with two important comments. First, on page 79 of the report it is confirmed that the RAA is unenforceable on WHOIS inaccuracy (we wrote about this while at the last ICANN meeting) because the language of RAA 3.7.8 has no enforcement provision. It is now time for ICANN to confirm this problem officially.  more

Interoperability Testing Event for DMARC Email Anti-Spoofing Specification

At the end of January, the DMARC (Domain-based Message Authentication, Reporting & Conformance) specification was publicly announced and resulted in widespread media coverage, blog posts and discussion. Since that time various individuals and organizations have been working on writing code for DMARC validators and report parsers. The dmarc-discuss list has been fairly active as various questions and issues have been raised and clarified. Now it is time to see how well the various implementations play together in live testing. more
