In the USA an interesting initiative has been taken by a number of leaders in the telco industry who are frustrated with the inability of the country to start building the high-speed broadband infrastructure that is needed for the development of its digital economy. While the Obama Administration has the right vision to make this happen - and the American National Broadband Plan is a good example of this - the dysfunctional political state of the country makes it impossible to establish the industry transformation needed to make this happen. more
We continue to see consolidation in the broadband market and various games played by the cablecos and telcos to thwart competition or undermine network neutrality. Until regulators create true structural separation between infrastructure and service providers the chances of seeing genuine broadband competition are slim. It is interesting to note telecom regulators in North America have imposed structural separation in the past. more
According to an email, Starlink has moved into the second phase of its beta program, nicknamed the "better than nothing beta," which feels a bit like monopoly hubris to me. It may be better than nothing, but it is not as good as the initial beta, which was free. Participants will pay $99 per month for the service and pay $499 for a terminal, including a tripod and WiFi router. I wonder what the difference is between these "beta testers" and "customers." more
One of the worldwide challenges in relation to the development of national broadband networks is equality. Broadband is critical for the digital infrastructure and it is essential that everybody enjoys the same level of quality and affordability. This is a major challenge and as a rough measuring stick approximately one-third of the people in developed economies would miss out if there were not a requirement for equality. We see some of the problems related to this issue arising in other countries. more
Broadband and telephone service providers of all sizes in the US have signed on to a "Keep Americans Connected Pledge" aimed at maintaining connectivity for citizens amid disruptions caused by the coronavirus pandemic. more

On March 1, I wrote that a small number of SpaceX Starlink terminals had arrived in Ukraine, and they would be an important asset for distribution to selected government and resistance leaders and journalists. I didn't know who would get the terminals or how many there were, but it was a single truckload. A week or so later, we learned that two more shipments of terminals had arrived and fifty of them went to DTEK, a company struggling to repair Ukrainian electrical infrastructure. more

It seems to me that too many people have focused government attention on intervening in the supply of broadband facilities. Let's face it, it is easier to look at a dozen or so suppliers to gather information and figure out who should receive a cheque to help direct their investment in broadband facilities. The broadband industry doesn't have an agreed-upon unit of supply and demand that meaningfully "adds up". This is rather odd for a service that aspires to be a utility. It is also a barrier to a much-needed transformation from "bit pipes" to "digital supply chain management". The chart here ought to be in every basic undergraduate textbook on packet networking and distributed computing. That it is absent says much about our technical maturity level as an industry. more
Recently, a colleague in the Bellisario College of Communications asked me who gets a freedom boost from the FCC's upcoming dismantling of network neutrality safeguards. He noted that Chairman Pai made sure that the title of the FCC's Notice of Proposed Rulemaking is: Restoring Internet Freedom. My colleague wanted to know whose freedom the FCC previously subverted and how removing consumer safeguards promotes freedom. more
A key element of the World Conference on International Telecommunications (WCIT) is to connect the people around the world who are not yet connected. These are people in developing economies, but also people in rural areas within developed economies, as well as the 650 million people with disabilities. The question is whether the International Telecommunications Regulations (ITRs) that are being discussed at WCIT can assist in this. If we go back to 1988, when the current ITRs were first established, the focus was on access and interoperability. more
There is no such thing as a 25/3 Mbps broadband connection, or a 100/20 Mbps broadband connection, or even a symmetrical gigabit broadband connection on fiber. For a long list of reasons, the broadband speeds that make it to customers vary widely by the day, the hour, and the minute. And yet, we've developed an entire regulatory system built around the concept that broadband connections can be neatly categorized by speed. more
