Today the Internet Technical Advisory Committee (ITAC) to the OECD published the fifth edition of its newsletter. The ITAC was created in 2009 following the OECD's Seoul Ministerial with the objective to provide Internet technical and policy expertise to the work of the OECD on Internet-related issues. This informal group is coordinated by the Internet Society and currently counts 28 members active in domains such as open Internet/Web standards development, interconnection, IP addressing, security or privacy. more
On March 20th, Wall Street Journal (WSJ) Op-ed writer L. Gordon Crovitz published an article titled "Stop Obama's Internet Giveaway". In his opinion piece Mr. Crovitz opposed any near-term transition of the IANA functions... In the course of his article Mr. Crovitz also stated, "Icann already has been kowtowing to authoritarian regimes," alluding to former CEO Fadi Chehade's December 2015 decision to become a Co-Chair of the Advisory Committee to China's World Internet Conference... more
Europe is at the forefront of the global debate about data protection and privacy. Unfortunately that debate is characterised more by hyberbole and scaremongering than real discussion. Europeans deserve better -- and so does the world, who rightly see Europe as a leader on this subject. The new Commission has a chance to truly lead in partnership with governments, like Brazil, that agree with us. more

A key element of the World Conference on International Telecommunications (WCIT) is to connect the people around the world who are not yet connected. These are people in developing economies, but also people in rural areas within developed economies, as well as the 650 million people with disabilities. The question is whether the International Telecommunications Regulations (ITRs) that are being discussed at WCIT can assist in this. If we go back to 1988, when the current ITRs were first established, the focus was on access and interoperability. more
On 8th February, 2015, Internet users celebrated news that the Telecom Regulatory Authority of India had passed regulation prohibiting ISPs from discriminating access to data services based on content". This directive follows similar developments in the U.S, E.U, Chile et al, and is a huge milestone in the fight for Net Neutrality: the principle that ISPs should treat all Internet traffic the same way. Meanwhile, Net Neutrality issues are not unique to India. more
One of the many Internet governance discussions currently taking place is at the CSTD Working Group on improvements to the IGF, which is due to have its second and final meeting on 24 and 25 March 2011. Despite an unpromising beginning, with only governments on the Working Group (WG), it is now a multi-stakeholder environment, with the technical, business and civil society represented at the WG and genuinely welcomed by governments to participate in the WG's deliberations. more
On August 31st the Department of Justice (DOJ) sent a response to the August 12th letter from Senator Ted Cruz and some Congressional colleagues to the head of the Antitrust Division. In that letter Cruz et al asserted that if the pending extension of the .Com registry Agreement (RA) was granted in combination with the consummation of the IANA transition, that DOJ could be prevented from having "meaningful input into the prices that Verisign charges for registering a domain name within the .com domain for an extended period". more
The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) make a number of helpful recommendations to improve organizational accountability at ICANN, however one aspect of the plan is deeply flawed: changing the role of ICANN's Governmental Advisory Committee (GAC) from purely an "advisory" role to a "decision making" role over fundamental matters at ICANN, including its governance. more

On February 12–13, 2024, the first round of the final consultations for a Global Digital Compact (GDC) took place online and offline at the UN Headquarters in New York City. Around 50 governments and 50 speakers from non-governmental institutions took the floor. It was not really a dialog; it was a formal presentation of three-minute statements. more
It seems to me that too many people have focused government attention on intervening in the supply of broadband facilities. Let's face it, it is easier to look at a dozen or so suppliers to gather information and figure out who should receive a cheque to help direct their investment in broadband facilities. It is widely recognized that the Internet, in its vast potential, holds the key to unlocking solutions for many of the challenges we face. However, this potential could be significantly underutilized, or worse, lead to adverse effects without a robust governance framework. more
The European Telecommunications Network Operators' Association (ETNO) has issued a press release in which its Executive Board Chair and the ITU's Secretary-General "reiterated the importance of the WCIT to lay the framework that will facilitate the further growth of an innovative, and sustainable future for the telecom and information and communication technology sector (including the Internet)". more
The ICA has just dispatched a letter to Assistant Secretary of Commerce Lawrence Strickling in advance of the talks scheduled in Brussels on February 29-March 1 between ICANN's Board and its Governmental Advisory Committee (GAC). Our letter expresses strong concerns that the positions being advocated by the U.S. government and the GAC regarding the proposed Final Applicant Guidebook (AG) for new generic Top-Level Domains (gTLDs) would be detrimental to ICANN's multi-stakeholder policy process and would undermine the rights of legitimate registrants at new gTLDs. more
