Some offhand comments by Google's Vint Cerf at a recent event seem to have a triggered a panicky "Vint Cerf proposes nationalizing the Internet" buzz that's been ramping up fairly rapidly. Holy BitTorrent, Batman! Army paratroopers seen dropping into parking lots at AT&T and Comcast, while the Transportation Security Agency orders us all to remove our shoes before surfing the Web! Settle down, everyone. As usual with these kinds of stories, the truth is significantly different from the breathless buzzing. Here's how Vint described his thinking on this issue to me...
What could be bad about free wireless Internet access? How about censorship by federally mandated filters that make it no longer "Internet." That's the effect of the FCC's proposed service rules for Advanced Wireless Service spectrum in the 2155-2180 MHz band, as set out in a July 20 Notice of Proposed Rulemaking. Acting on a request of M2Z Networks, which wants to provide "free, family-friendly wireless broadband," the FCC proposes to require licensees of this spectrum band to offer free two-way wireless broadband Internet service to the public, with least 25% of their network capacity. So far so good, but on the next page, the agency guts the meaning of "broadband Internet" with a content filtering requirement.
The news that Comcast, Time Warner, and AT&T are all considering capping use of their networks -- so that "overuse" would trigger a charge -- has prompted intense discussion of just why these network operators are moving in this direction. One camp suggests that these operators have to do *something* to manage congestion, and because any protocol-specific discrimination plan raises howls of protest from the Net Neutrality side of the fence adopting bit-usage discrimination schemes is inevitable. It's the least-bad approach, following this view.

Google co-founder Larry Page came to Washington last week to take on the National Association of Broadcasters (NAB), the lobbying group that represents over-the-air television stations. It's a whole new adversary for the beleaguered broadcasters, who have been fighting cable and satellite television for years. The Federal Communications Commission is currently considering a proposal, by Google and other tech players. It would allow tech companies to build electronic devices that transmit wireless internet signals over the "white spaces," or the vacant holes in the broadcast television band. Last Friday (HT: IPDemocracy), Google filed a petition [PDF] asking that the Commission ensure that Verizon understands what those "open platform" requirements for the C Block really mean. Verizon has taken the position in the past that its own devices won't be subject to the "open applications" and "open handsets" requirements of the C Block rules, and Google says it is concerned that Verizon doesn't plan to follow those requirements in the future. About 300 people attended to the net neutrality hearing Thursday hearing which began with testimony from Larry Lessig, a Stanford Law School professor and founder of the Center for Internet and Society... The meeting was called by the FCC in reaction to the news that US net firm Comcast had been exposed as managing traffic by stopping some of its 13m customers uploading files to BitTorrent and other peer-to-peer networks. The FCC has started a formal investigation to see if Comcast merits a fine for its actions.
Bell filed its response to the Canadian Association Of Internet Providers (CAIP) submission to the Canadian Radio-television and Telecommunications Commission (CRTC) on its throttling practices yesterday, unsurprisingly arguing that its actions are justified and that there is no need to deal with the issue on an emergency basis. Several points stand out from the submission including its non-response to the privacy concerns with deep-packet inspection... and its inference that P2P usage could be deemed using a connection as a "server" and therefore outside the boundaries of "fair and proportionate use" under typical ISP terms of use.
The Tyee, an independent on-line magazine based in BC wrote a story about net neutrality more than a year ago, noting that most Canadians are sleeping through the debate. They followed up again last week. Despite what is called a "perfect storm of events that may crystallize the issue for consumers, businesses, politicians, and regulators," there hasn't been an overwhelming outcry, despite extensive press coverage of the most recent network activities. There are a number of voices who present a conspiracy theory on traffic shaping in Canada...
The London Times article (and a similar one in the Guardian) are based on dangerous misinformation. The net isn't slowing down, and nearly no technical experts believe major "overload" problems likely on the backhaul, core, or decent local loop... Net traffic per user, as documented by Odlyzko and Cisco, has been growing at about 35-40% the last five years, and that growth rate is flat and possibly down the last two years. The net has been able to handle the increase without price increases, much less overload, because the primary and rate limiting equipment (switches, routers, WDM, etc.) have simultaneously been going down at a similar 35-40%. Moore's Law is bringing costs down and capacity up at a remarkable rate.
