Is the global, open Internet moving away from a network of networks that is universally accessible to a series of networks fragmented along policy, technical or economic lines? As some governments pass laws related to data localization and restriction of cross-border data flows, what will the impact be? What about the increasing use of DNS and content filtering? What other factors have the potential for causing fragmentation?
On April 30, 2016, ICT Ministers of the "G7 group" concluded their deliberations in the beautiful city of Takamatsu, Kagawa prefecture in Japan. After months of preparatory work and two full days of discussions, the ICT Ministers of the USA, UK, France, Italy, Japan, Canada and Germany plus the European Union issued a joint declaration that: recognizes our digitally connected world; commits to mutual goals and, once again; reaffirms the multistakeholder model for the governance issues facing the deployment, development and evolution of the global Internet.
In a recent post, I argued that the US embargo, the poor state of the Cuban economy and fear of free information had stifled the Cuban Internet at its inception in 1996, but that twenty years later, those constraints were significantly reduced. I suggested that the Cuban Internet was being held back by mundane bureaucracy and political correctness. We got an example of that at the Latin American and Caribbean Network Information Center (LACNIC) conference in Havana this week.
As the Department of Commerce considers a policy role for the U.S. government in the Internet of Things (IoT), the Department of State is studying a dynamic and evolving international environment around IoT, including technical, commercial, and economic issues. Governments and intergovernmental organizations across the world are waking up to the potential of IoT, and some are looking to move quickly in a nascent landscape to establish themselves as leaders for IoT globally. In the process, few are reaching out to industry.
The Internet is about to go independent. After years of support and supervision, the U.S. Government is about to irrevocably relinquish its control over the Internet by transferring its authority to an independent corporation named ICANN. As part of this push, the current chairman of ICANN posted this article to the Wall Street Journal... What's truly amazing about this piece, is how well it's done... The problem today is bureaucracy and its companions - fear of competition, change and stepping out of line. Cuba connected to the Internet in 1996, but three factors stifled the Cuban Net: the US embargo, economic depression during what the Cubans call the "special period" after the disintegration of the Soviet Union and the Cuban government's fear of free information, which was also fed in part by the Soviet collapse.
I believe and strongly support Internet Principle and Right Coalition (IPRC) Charter is an important edition of document supplementing the principles and rights of individual internet users in any developing and least developed country. Especially in Asia Pacific region where the need and use of such document is immense, as there is a gap in recognition and awareness of rights of internet users.
