Liss Jeffrey, PhD teaches graduate seminars in New media and policy, Communications history, theory, technology and Understanding McLuhan and Media, at the University of Toronto’s McLuhan Program in Culture and Technology. She directs the byDesign eLab,  a research, development and production network specializing in creating knowledge media and intelligent policy to support citizen engagement in democratic e governance.  The eLab is chief cyber architect of the panCanadian not for profit eCommons/agora project, which engages volunteers and small contractors in building public space platforms and channels to close digital divides, and contribute to community development, cultural content creation, and citizen engagement.  Dr Jeffrey served as one of three civil society members on the Canadian delegation to the World Summit on the Information Society, in Geneva, and with her many partners has just launched the Canadian civil society gathering place for those concerned to build an inclusive “Information Society” from Geneva to Tunis in 2005 (http://wsis.ecommons.ca ). 
In 2003,  she led the civil society partnership (including elab, eCommons/agora, and others, with the Canadian Centre for Foreign Policy Development and the Minister at the Department of Foreign Affairs) that designed and hosted the Foreign Policy Dialogue with Canadian citizens on what values and interests should be reflected in Canada’s foreign policy.  See www.foreign-policy-dialogue.ca .
