Carlos leads ZeroFox’s global disruption partnerships, spanning social media networks, domain registrars, and the hosting industry. With over 25 years of experience in cybersecurity, internet governance, and intellectual property enforcement, his career began in Bogotá, where he led software anti-piracy initiatives for the Business Software Alliance’s local law firm and served as Head of Legal for Sony Music’s Andean region.
Following his work in the software and music industries, Carlos spent nearly 15 years at the Internet Corporation for Assigned Names and Numbers (ICANN). There, he was a lead in the Contractual Compliance Team before transitioning into a key engagement role, serving as the primary liaison for global law enforcement and the threat intelligence and incident response communities.
Currently, Carlos sits on the Board of Directors for the Forum of Incident Response and Security Teams (FIRST) and the Internet Fire Brigade Society, and serves as a Strategic Advisor to the Global Cyber Alliance. A dedicated collaborator and community builder, he co-founded the Anti-Phishing and DNS Abuse Special Interest Groups (SIGs) at the Messaging, Malware, and Mobile Anti-Abuse Working Group (M3AAWG), where he remains a co-chair—as well as the DNS Abuse SIG at FIRST. His extensive background across the legal, regulatory, and technical sectors allows him to bridge the gap between policy and real-world threat mitigation.
ICANN's new DNS abuse rules mark progress, yet short-term domain leasing enables fleeting, hard-to-detect attacks. A proposed 30-day minimum lease could curb cybercrime by undermining the economics of weaponised parked domains. more
