The debate around Network Neutrality is sometimes simplified as carriers against content providers, the owners of networks against the businesses that have grown due to Internet connectivity. So it was interesting to read that Google and Verizon filed a joint submission to the FCC last week, laying out in detail how the two companies agreed on many issues regarding an "Open Internet." more
I recently had an opportunity to re-read a pamphlet I wrote in 2000 for a series on new thinking about mutualism published by the Co-operative Party. In 'e-Mutualism, or the tragedy of the dot.commons' I talked at length about the co-operative basis of the Internet, the need for online public spaces which are not controlled or dominated by commercial interests, and the opportunities that the network offers for mutual organisations of all sizes, from small co-operatives to retailers like John Lewis... Re-reading it now I wasn't too embarrassed by my ten-year old analysis. more
New York City Mayor Bill de Blasio and Chief Technology Officer John Paul Farmer today announced an Internet Master Plan for the City aimed to chart a path for internet providers in the private sector to work in partnership with the City in order to address market gaps and deliver universal broadband to New Yorkers. more
One of the discussions I am currently having with my international colleagues is about the global trend towards urbanisation and the resulting shift of political, economic and financial powers from centralised states and federal structures to mega-city or mega-urban region centres. Some of my American colleagues expressed the fear that this would further marginalise rural communication. more
Legislation has been introduced in the US that will require all public federal buildings to install WiFi base stations in order to free up cell phone networks. The Federal Wi-Net Act would mandate the installation of small WiFi base stations in all publicly accessible federal buildings in order to increase wireless coverage and free up mobile networks. The bill would require all new buildings under construction to comply and all older buildings to be retrofitted by 2014. It also orders $15 million from the Federal Buildings Fund be allocated to fund the installations. more
SpaceX Starlink Internet service will be available in several African nations in the second quarter of this year, and the price in Nigeria has been announced -- $600 for the "residential" terminal and a monthly fee of $43. Is there a market for Starlink at that price in Nigeria and other Sub-Saharan African nations? The IMF projects a GDP per capita of $2,580 for Nigeria this year (and $1,900 in Sub-Saharan Africa and $2,260 for Africa overall) so the market for individual consumer accounts will be much smaller than in what the IMF refers to as "advanced economies." more
Just after the government announces a crackdown on Internet smut. Yesterday, they announced plans for "Netizen Day" on September 14th, which apparently marks 15 years since the first e-mail message was sent from China in 1987. The new celebratory day (I don't think it's an official holiday) was unveiled at an official ceremony presided over by Chinese government officials and Internet execs, many of whose companies - including Google, Sina, and Sohu, who were named in the smut crackdown just 24 hours before. more
Representatives of both AT&T and Verizon have stated that their companies will soon offer "toll free" broadband services. So far they have not provided much detail, but the prospect for customer and content provider surcharges should trigger concern, even outside the context of the network neutrality debate. First let's consider the frame the carrier reps use: "Toll Free." This is an old school "Bellhead" reference... more

SpaceNews recently reported that Elon Musk and his low-orbit space venture Starlink have filed with the International Telecommunications Union (ITU) to launch an additional 30,000 broadband satellites in addition to the 11,927 now in the planning stages. This looks like a land grab and Musk is hoping to grab valuable orbital satellite paths to keep them away from competitors. more
On March 1, I wrote that a small number of SpaceX Starlink terminals had arrived in Ukraine, and they would be an important asset for distribution to selected government and resistance leaders and journalists. I didn't know who would get the terminals or how many there were, but it was a single truckload. A week or so later, we learned that two more shipments of terminals had arrived and fifty of them went to DTEK, a company struggling to repair Ukrainian electrical infrastructure. more
Verizon Wireless' decision to allow their subscribers to access Skype raises a question about strategy. Is Verizon leveraging Skype access as an inducement for subscribers to upgrade to smartphones and commit to $30 a month data plans, has the company acknowledged that its future marketplace success lies in data and not voice services, and how will the company prevent a substantial reduction in plain old voice subscriptions priced above the $30 data plan benchmark? more
A group of over 190 Internet engineers, pioneers, and technologists today filed joint comments with the Federal Communications Commission (FCC) explaining "Technical Flaws in the FCC's Notice of Proposed Rule-making and the Need for the Light-Touch, Bright-Line Rules from the Open Internet Order." more
Cuban requests for Google services are being routed to GCC servers in Cuba, and all Google services that are available in Cuba are being cached -- not just YouTube. That will cut latency significantly, but Cuban data rates remain painfully slow. My guess is that Cubans will notice the improved performance in interactive applications, but maybe not perceive much of a change when watching a streaming video. more
As per earlier reports, U.S. Federal Communications Commission Chairman Julius Genachowski proposed new rules today requiring Internet service providers to treat all Internet traffic equally and allow users to access their networks with any device. more
