Dr. Bento J. Lobo, an economist at the University of Tennessee at Chattanooga undertook a study to quantify the benefits of the municipally-owned fiber network in Chattanooga. Any citywide fiber network brings economic development to a community, but a municipally-owned system brings additional benefits because of the way that the business is more deeply integrated into the community. more
A political focus on subsidizing telecom infrastructure is just so easy. There are multiple photo opportunities (at the announcement, the cheque presentation and the system activation), happy mayors, happy voters. It gets to be portrayed as economic stimulus, direct job creation and consistent with progress on digital economic development. But while it may feel satisfying politically, I question the effectiveness of continued broad government subsidies based on geography, rather than taking a more focused approach based on need. more
Cuba has had a troubled history with internet connectivity via submarine cables. The Key West-Havana cable was retired in late 1989, having deteriorated to the point where it was too costly and troublesome to operate. AT&T replaced it with a new cable but the embargo imposed by the US government, compounded by the difficulty in reaching business agreements, meant that the cable remained idle before it too was retired , in 2001. Subsequently, all international traffic has been channelled through a network of satellites. more
The idea of tracking data outages spawned from an early discussion on the outages forum including feedback from an outages survey about having a status page for (un)planned outages as a central resource. The purpose of such effort is to have a wider focus that one could view as opposed to having to check dozens of provider status pages. There were many ideas put forth but nothing really panned out and things kinda fell on the back burner. more

Years later, their service, as well as those of their competitors, is gradually morphing into "the Internet as Cable" as broadcasters, Internet service providers, and cultural groups steadily move toward the delivery of content online that bears a striking resemblance to the conventional cable model. more
I think every client who is considering building a fiber network asks me how long the fiber will last. Their fear is having to spend the money at some future point to rebuild the network. Recently, my response has been that fiber is a hundred-year investment -- and let me explain why I say that. We're now seeing fiber built in the 1980s becoming opaque or developing enough microscopic cracks that impede the flow of light. more

The Chilean Undersecretary of Telecommunications (SUBTEL) has begun a year-long pilot study of SpaceX's Starlink satellite Internet service. I don't know how many test locations they are planning, but the first two have been selected. Last week I discussed the first, the John F. Kennedy school in Sotomó, an isolated town at 41.6° South on a fjord in Chile's Lake Region, and the second will be in Caleta Sierra on the coast about 1,200 miles north of Sotomó. SpaceX is also considering a European pilot study in Georgia and perhaps (hopefully) others. more
I’ve been keeping tabs on the news about telemedicine since it was touted throughout the industry as one of the big benefits of having good broadband. One piece of news comes from a survey conducted by Nemours Children’s Health. This is a large pediatric health system with 95 locations in Delaware, Florida, New Jersey, and Pennsylvania. The company treats almost half a million children annually. Nemours released a report on Telehealth in July. The report was based on a survey of 2,056 parents/guardians of children. With $72 billion invested in mobile broadband it would be hard to argue that this market is suffering from a lack of investment. More than half of this is taking place in Asia. Over the last two years close to 300 mobile operators in 120 countries have launched mobile broadband networks (using the 3G HSPA technology) and some 70 of these are already planning the next upgrade of their networks using the LTE technology -- the first $5 billion of investment money has been committed to that technology. more

New Cuban regulations regarding private WiFi networks went into effect yesterday, and the New York Times and others proclaimed that "Cuba expands Internet access to private homes and businesses." Yes, Cubans can legally import and install WiFi routers in their homes, small cafes, B&Bs, etc., but these regulations will make little difference in Internet access. more
We're just back from Mobile World Congress in Barcelona, Spain, where more than 85,000 attendees from over 200 countries gathered to discover what the 1,800 companies present had to showcase. Here's the question: is it meaningful or important for a federal agency to have regulatory authority over high-speed Internet access connectivity? Right now, the FCC (which is supposed to oversee "communication over wire and radio") has no clear authority to make policy about high-speed Internet connectivity. (Transport is different than content - this post is not about applications or uses of this connectivity. Be careful when you talk about the Internet "ecosystem," because transport has been historically and remains different from everything else. I'm talking about the capacity to send packets from Point A to Point B, whether provided by wired or wireless providers.) more
