Today, the global Internet community reached an important milestone. The US Department of Commerce National Telecommunications & Information Administration (NTIA) announced that the community-developed proposal to transition the stewardship of the Internet Assigned Numbers Authority (IANA) functions meets the criteria it set out in March 2014.
In the recent years, a new form of multilateral cooperation has emerged that is more inclusive and open than the traditional intergovernmental approaches. A solutions oriented governance model where multiple stakeholders work in collaboration to achieve the purpose. These stakeholders could be from various states working at the global level or it could be bound to a nation-state which is referred to as the mutlistakeholderism at the regional or local level.
Over the next two days (9-10 June), the European Dialogue on Internet Governance (EuroDIG) takes place in Brussels, Belgium. With a theme of "Embracing the digital (r)evolution", EuroDIG has a full agenda and Internet Society staff will be participating in many aspects of the programme. For us, a primary focus will be at 11:30 CEST (UTC+2) on Thursday, June 9, when our President and CEO Kathy Brown opens the first Plenary with a keynote speech.
The IANA transition still appears to be on track for consummation at the end of the September 30th expiration date of the current contract between NTIA and ICANN in the wake of the May 24th Senate Commerce Committee oversight hearing on "Examining the Multistakeholder Plan for Transitioning the Internet Assigned Number Authority". That is, while there are clearly some concerns on both sides of the aisle about terminating the remaining U.S. government ties to ICANN...
The Internet Engineering Task Force (IETF) has a curious, non-linear history as a "non-organization" of technical innovators now approaching 47 years. As it approaches a landmark 100th official meeting, it has become embroiled in a controversy that takes it further down the political rabbit hole it has been deepening in recent years. The IETF is considering cancelling its 100th meeting now scheduled in Singapore in November 2017... because "concerns were raised about anti-LGBT laws."
The ICANN community review and Board approval of the draft Bylaws intended to implement the Work Stream 1 (WS1) recommendations of the Cross-Community Working Group on Accountability (CCWG-ACCT) are nearing completion. As we approach that marker, it is worth remembering that a major impetus for the approaching transition of IANA functions control away from the U.S. Government (USG) to the multistakeholder community was the notion that termination of the remaining "clerical function" performed by the USG within the context of the current IANA contract would dampen criticism of ICANN's relationship with the USG...
It looks like Senator Cruz' letter writing campaign isn't going to end any time soon. While previously the Senator and former US presidential hopeful was happy exchanging salvoes with ICANN he's now switched gears and is instead focussing on NTIA and the US Department of Commerce. The latest letter is focussed on a very strange interpretation of the IANA transition proposals.
In an unexpected move, the two top U.S. officials charged with the Obama Administration's Internet policy have issued a joint statement severely criticizing draft Chinese domain policies. On May 16th, the State Department's Ambassador Daniel A. Sepulveda and NTIA's Assistant Secretary for Communications and Information Lawrence E. Strickling issued an official statement titled "China's Internet Domain Name Measures and the Digital Economy".
Audacity by federal policy makers can be admirable, at least in some cases, but it can a bit more problematic in others. A case in point is the Food and Drug Administration's "deeming" of the internet to be a tobacco product. The FDA explained that it was exercising its authority under the Family Smoking Prevention and Tobacco Control Act which gave the agency an extensive set of duties, responsibilities and authorities over "tobacco products."
Is the global, open Internet moving away from a network of networks that is universally accessible to a series of networks fragmented along policy, technical or economic lines? As some governments pass laws related to data localization and restriction of cross-border data flows, what will the impact be? What about the increasing use of DNS and content filtering? What other factors have the potential for causing fragmentation?
