We have posted our support of the WHOIS Policy Review Team Report with two important comments. First, on page 79 of the report it is confirmed that the RAA is unenforceable on WHOIS inaccuracy (we wrote about this while at the last ICANN meeting) because the language of RAA 3.7.8 has no enforcement provision. It is now time for ICANN to confirm this problem officially. more
I, for one, have been a proponent of new gTLDs from the early days of their policy development process within ICANN. I always believed that the existing gTLDs -- and mainly the .com space -- have created artificial scarcity, which is primarily responsible for much of the cybersquatting and the abuse trademarks experience. I do not share the same fears as those who argue that new gTLDs will create intolerable levels of cybersquatting or will necessitate defensive registrations from brand and trademark owners alike. more
"Breaking the Internet" is really hard to do. The network of networks is decentralized, resilient and has no Single Point Of Failure. That was the paradigm of the first few decades of Internet history, and most people involved in Internet Governance still carry that model around in their heads. Unfortunately, that is changing and changing rapidly due to misguided government intervention. more

On Friday, January 28th the U.S. Department of Commerce (DOC) circulated its submission to ICANN's Governmental Advisory Committee (GAC) containing suggestions for what positions the GAC should push for at its February 28 - March 1 meeting with ICANN's Board to air disagreements over provisions of the Proposed Final Applicant Guidebook (AG) for new gTLDs. more
Way back in 2004, ICANN invited applications for a round of new TLDs. They got quite a few. Some were uncontroversial, such as .JOBS for the HR industry. Some were uncontroversial but took a long time, such as .POST which took five years of negotiation, entirely due to the legal peculiarities of the registry being part of the UN. But one was really controversial, .XXX. By 2005, the applicant, ICM registry, had satisfied all the criteria that ICANN set out in the 2004 round to get .XXX approved, and ICANN has been stalling them ever since... more

In this article I will explain the motivations behind the SocialDNS Project. I will justify why the DNS system is NOT the phone book of the Internet. More concretely, DNS is not a public directory nor enables search mechanisms over meta-information related to domains. In this line, I will present the advantages of SocialDNS, a naming and directory system that aims to become the phone book of the Web. SocialDNS is NOT another alternative DNS root nor aims to replace the current DNS for resolving domain names. It complements the existing DNS to offer advanced services that are beyond the scope of the existing infrastructure for Web settings. more
The Internet Governance Project is is urging Internet users everywhere, but especially those outside the United States, to respond to the NTIA Notice of Inquiry with the following statement: "The Internet's value is created by the participation and cooperation of people all over the world. The Internet is global, not national. Therefore no single Government should have a pre-eminent role in Internet governance. As the US reviews its contract with ICANN, it should work cooperatively with all stakeholders to complete the transition to a Domain Name System independent of US governmental control." more

Suddenly internet governance has become a hot topic. Words and phrases fly back and forth but minds rarely meet. We do not have discussion, we have chaos. We are not moving forwards towards a resolution. It's time to step back and review some basic principles. 1. Principle: The internet is here to serve the needs of people (and organizations of people); people are not here to serve the internet. Corollary: If internet technology does not meet the needs of users and organizations than it is technology that should be the first to flex and change. more

In ICANN's "President & CEO Goals for Fiscal Year 2021", Göran Marby went out to make a curious distinction in the document's second stated goal, according to which he intends to "Implement a common strategy for Internet governance (IG) and technical Internet governance (TIG)". Proceeding to state that "we will begin by identifying the most important issues we need to address, followed by an assessment of where and how we can intervene, the venues we should use, and the resources required to be effective". more
When .org prices rise, who suffers – nonprofits or speculators? Will Ethos Capital raise prices more aggressively than ISOC would? Vint Cerf attributed concerns about higher prices to speculators: "Of course, companies that hold domain names in the tens of thousands for speculative purposes might find such increases more troubling, but I don't have much sympathy for that business model in the context of the organizations the .org brand is intended to serve." more
This article addresses the issues around the planned sale of the PIR .org registry by ISOC. It examines the history and issues plus looks at several possible paths forward, including PIR becoming a Benefit Corporation (B-Corp) and identifying possible alternative buyers who could retain PIR's non-profit status. Before Tim Bernier-Lee brought the HTML markup language to the Internet, starting in 1989, there were few registered domain names. Access for public registration started in 1986, and by December, there were about five dozen registered .com domain names. more
