It is tempting to write off ICANN as a U.S. foreign policy lackey and that's all there is to say about ICANN. However, if the mantra for rewiring governance means "lets get ICANN" we risk missing forest for trees. ICANN is merely the symptom of a dysfunctional governance predicament that somehow (despite best efforts) skews oversight. Shapiro, for example, regards oversight as a "game" (1994). His "delegation dilemma" or "agency problem" stems from two options, neither of which are attractive vis-á-vis governance. more

During a speech last week at the Internet Governance Forum in Bali, Jari Arkko, IETF's chair, re-emphasized it's efforts to ramp up online security in light of recent revelations of mass internet surveillance. "Perhaps the notion that internet is by default insecure needs to change," Arkko said. Significant technical fixes "just might be possible." more

ICANN recently updated the list of reserved second level domain names. Those are names that you won't be able to register in any of the 1500 or so new domains they're planning to add. There's rather a lot of them, currently 629. The names are in three groups, the ICRC (the Red Cross), the IOC (the Olympic games) and everyone else. Several years ago the Red Cross and later the Olympics came to ICANN and insisted that they make a special list of forbidden names, separate from the various trademark registries. more

Mandarin is a tricky language, but ICANN may want to learn the expression chóngfù before leaving the Beijing meeting. Chóngfù means "do-over" and that's what ICANN needs to forestall an entirely preventable disaster in the delegation of new top-level domains (TLDs). The issue of "string similarity" seems straightforward. Nobody inside ICANN or out there in the real world wants Internet users to be confused by new TLDs that are confusingly similar. The program, which brings together top Western and Chinese experts, will explore pressures for integration versus fragmentation of the Internet and implications for ICANN, as well as different competition and regulation perspectives as they relate to new gTLDs. more

Happy New Year, you're fired. While most of us were getting ready celebrate respective holidays, ICANN was quietly closing a critical office and sending all the staff out to look for new jobs. When asked to confirm this, ICANN's delayed response was pure Orwellian Doublethink. The office was closed because ICANN is "assessing how to effectively grow ICANN resources around the globe." How does one grow global resources while shutting down the Asia-Pacific office right before the Asia-Pacific meeting? more
