A reader recently brought to my attention an upcoming conference in London in the UK -- The Oil and Gas Cyber Security Forum. Here's a little blurb: "Despite investments into state of the art technology, a majority of the oil and gas industry remain blissfully unaware of the vulnerabilities, threats and capability of a malicious cyber attack on control systems..." I bring this up because it is relevant to the trends in cyber security that we see this year - that of the Advanced Persistent Threat. more
This month, ICANN is driving hard to get two of its horses to the finish line. The first is barely a year old - it's the first formal review of ICANN's accountability and transparency. The second horse is going on 4 years old: ICANN's plan to introduce hundreds of new top-level domains (TLDs) for the Internet. Just as these horses have entered the home stretch, one of the racecourse officials is vigorously waving the yellow caution flag. And ICANN would do well to pull back on the reins. more
It is midnight in Dubai and I am listening to the final readings of the International Telecommunication Regulations (ITR). This instrument is the final output of two weeks of negotiations at the World Conference on International Telecommunication (WCIT), a gathering of the world's nations to update the the ITRs. The Chair goes through the document article by article, section by section, and with each passing "thank you", this Conference draws to a close. Many in the room are elated. more
Of all the patently false and ridiculous articles written this month about the obscure IANA transition which has become an issue of leverage in the partisan debate over funding the USG via a Continuing Resolution, this nonsense by Theresa Payton is the most egregiously false and outlandish. As such, it demands a critical, nearly line by line response. more

Some denizens of this domain (your humble author included) may strike you as a little odd at first, but we're mostly harmless. We usually steer first-timers onto the Newcomers track, but in your case, that may be... inadequate. And while we would never presume to tell you how to do your job -- which may be one of the world's hardest - we thought we might offer a few pieces of friendly advice, based on our time here. more
ICANN published the second version of its Application Guidebook for new generic top-level domains earlier today (late evening Los Angeles time). Alongside version two of the Guidebook – published by module and in a red-line version – are explanatory memoranda, the opening of a second public comment period (closing 13 April) and an extensive summary and analysis of the public comments made to the process so far. more
As I noted on May 26, the final decision issued on May 20 in the Independent Review Process (IRP) brought by Afilias against the Internet Corporation for Assigned Names and Numbers (ICANN) rejected Afilias’ petition to nullify the results of the public auction for .WEB, and it further rejected Afilias’ demand to have it be awarded .WEB (at a price substantially lower than the winning bid). Instead, as we urged, the IRP Panel determined that the ICANN Board should move forward with reviewing the objections made about .WEB, and to make a decision on delegation thereafter. more

Proposals to enhance online property protection have received a lot of attention lately. Brand managers, goods manufacturers, and content distributors strenuously argue that current law enforcement mechanisms are inadequate to meet the challenges of today's fast-paced marketplace. They specifically note that foreign-based "rogue websites" continue to distribute unlicensed products and content despite existing rules; they maintain that new legislation is needed to empower intellectual rights holders to counter such cyber-criminals more effectively. more
Less than a week ago, I posted a short blog piece entitled "Can ICANN Please Stop Shooting Itself in the Foot?" in which I questioned ICANN's actions in connection with the recently announced key signing ceremony. At the end of this piece I asked the question: "While it seems that ICANN continues it propensity to shoot itself in the foot, does the community need to start worrying about when ICANN takes aim at other more vital organizational body parts?" Well it looks like I only had to wait five days to get the answer to that question. more
The following is a paper presented as a keynote speech at Studienkreis 2013 in Pisa, Italy last week. ICANN is beginning to look more and more like a government. It assesses taxes, it has amassed an enormous treasury, it passes laws with international effect, and it has developed an ad hoc judiciary system to enforce its laws. This paper will take a look at that judiciary system and ICANN as dispenser of Internet justice. more
Under the leadership of Fadi Chehade and Steve Crocker, ICANN finally runs like an organization that has grown up. When it comes to process, accountability, and transparency, this is excellent news for the Internet. But it also raises a new question: how far will we let ICANN grow "out" of the limited technical mission for which it was created? In his opening remarks here in Durban, Chehade announced the expansion of local engagement centers and significant expansion of ICANN staff - for the second straight year. more
Happy New Year, you're fired. While most of us were getting ready celebrate respective holidays, ICANN was quietly closing a critical office and sending all the staff out to look for new jobs. When asked to confirm this, ICANN's delayed response was pure Orwellian Doublethink. The office was closed because ICANN is "assessing how to effectively grow ICANN resources around the globe." How does one grow global resources while shutting down the Asia-Pacific office right before the Asia-Pacific meeting? more
ICANN has announced that they will be having a Special Meeting of the ICANN Board on 19 February 2010 (3:00 UCT) to discuss the "upcoming ICANN International meeting." It is reasonable to assume that the 17 February 2010 security update will be a topic of discussion... I trust that the ICANN Board will make the right decision balancing the obligations that ICANN has to the global Internet community, with the safety and security of those ICANN stakeholders that participate in person at these ICANN events. However, the ICANN Board needs to gain the trust of the global community in connection with this and other important decisions that it will be making. more
As you might imagine, I've been following the ITU's Plenipotentiary Conference very closely. It was built up to be the great showdown of our time -- the pro-'free and open' Internet in one corner (comprised for the most part of developed and democratic nations), in the other corner a contingent of totalitarian regimes bent on a fractured, censored Internet -- a near battle royale for control of one of the greatest communications tool the world has ever seen. more
