The U.S. Government has been operating so far in Fiscal Year 2016, which began on October 1st, with funding provided by two continuing Appropriations bills. The last one passed on December 11th and provides funding through midnight tonight, December 16th. Meanwhile, bipartisan Senate and House leadership, Appropriations Committee members, and Chairs of authorizing committees have been negotiating an omnibus Appropriations bill, along with a separate revenue package of tax provisions, behind closed doors. more
It is midnight in Dubai and I am listening to the final readings of the International Telecommunication Regulations (ITR). This instrument is the final output of two weeks of negotiations at the World Conference on International Telecommunication (WCIT), a gathering of the world's nations to update the the ITRs. The Chair goes through the document article by article, section by section, and with each passing "thank you", this Conference draws to a close. Many in the room are elated. more
To the dismay of many (and the chagrin of some), it appears as though the US House Subcommittee on Intellectual Property, Competition and the Internet will be conducting a hearing on New generic Top-Level Domains (gTLDs). Meanwhile, ICANN is careening towards the finish line of the new gTLD Program with a vote by the ICANN Board scheduled for June 20th. Just what this all means remains to be seen. more

Under the leadership of Fadi Chehade and Steve Crocker, ICANN finally runs like an organization that has grown up. When it comes to process, accountability, and transparency, this is excellent news for the Internet. But it also raises a new question: how far will we let ICANN grow "out" of the limited technical mission for which it was created? In his opening remarks here in Durban, Chehade announced the expansion of local engagement centers and significant expansion of ICANN staff - for the second straight year. more
On Wednesday 16 March the Serious Organised Crime Agency organised a meeting in London with the RIPE NCC. For the second time law enforcers from the whole world met with the RIPE NCC and RIPE community representatives to discuss cooperation. RIPE NCC staged several very interesting presentations that showed the LEAs the importance of the work done within RIPE and ARIN, the information RIPE NCC has and the relevance of all this to LEAs. Also issues were addressed that can potentially be harmful to future investigations. more
If there's one thing that scares the bejabbers out of me, it's when organized religion -- either directly or via proxies -- attempts to nose its way into technology policy issues. It appears that such a scenario is unfolding currently, with a concerted new effort to fundamentally remake the Internet in a manner befitting the sensibilities of top-down religious hierarchies. An Internet Pope? The Spanish Inquisition? Not exactly -- that's the incorrect religion for this particular case. more

Mr. Arif Ali, a lawyer with Dechert who is very familiar with ICANN governance and has represented numerous parties in ICANN related matters, wrote an extraordinarily detailed and comprehensive critique of the LOI and of Amendment 3. Mr. Ali noted that two of ICANN's most important obligations are to operate for the benefit of the Internet community as a whole and to enable competition and open entry in Internet-related markets, and that the proposed price hikes do not support these obligations... more
Mention ICANN in Internet circles and you will always find a multitude of views of what the organization should do, needs to do, and should have done; how it has to change, and why; and what it needs to focus on. Well, the time has come to make those views known and to try to persuade the rest of the community that they represent the best step forward. more

This assessment was offered by Protocol, a technology industry news site, following the very real violence on Capitol Hill during the counting of the electoral college votes that officially determines the next president of the United States. As the fall of 2012 begins the implementation of rights protection mechanisms (RPMs) for new gTLDs is reaching a critical stage... Given the half year interval between the upcoming Toronto ICANN meeting and the following Beijing meeting in April 2013, it is highly desirable, and perhaps essential, that community discussion in Toronto result in a clear consensus on how RPM implementation should proceed if new gTLDs are to launch without further delay and if potential registrants are to perceive them as acceptable platforms for speech and commerce. more
Shravanti Reddy?s recent piece draws attention to an important issue that has nagged at ICANN ever since the ill-fated at large elections, when participants from the developed world greatly outnumbered those from the developing world. This imbalance was somewhat mitigated by the regional delineation of candidates, but it nonetheless raised two important questions that have yet to be settled:
First, how can ICANN (and, more generally, Internet governance) be more inclusive of developing countries? And second (less often asked, but perhaps even more important): Why should developing countries care about ICANN -- i.e., why does the answer to the first question even matter? This article discusses some recent developments related to the first question; a later article will consider some specific reasons why ICANN matters to the developing world. more
If approved, the code would technically be voluntary for Canadian ISPs, but the active involvement of government officials suggests that most large providers would feel pressured to participate. The move toward an ISP code of conduct would likely form part of a two-pronged strategy to combat malicious software that can lead to cybercrime, identity theft, and other harms. First, the long-delayed anti-spam legislation features new disclosure requirements for the installation of software along with tough penalties for non-compliance. more
ICANN has announced that they will be having a Special Meeting of the ICANN Board on 19 February 2010 (3:00 UCT) to discuss the "upcoming ICANN International meeting." It is reasonable to assume that the 17 February 2010 security update will be a topic of discussion... I trust that the ICANN Board will make the right decision balancing the obligations that ICANN has to the global Internet community, with the safety and security of those ICANN stakeholders that participate in person at these ICANN events. However, the ICANN Board needs to gain the trust of the global community in connection with this and other important decisions that it will be making. more
