The Telecommunications Policy Review Panel report [Canada] was released yesterday and while the immediate reaction will no doubt focus on the recommendations for a market-oriented approach with significant changes to the CRTC, I would call attention to three other recommendations gleaned from reading the executive summary (the full document is nearly 400 pages).
In this article, published in the Federal Communications Law Journal (FCLJ), the authors (Reed E. Hundt and Gregory L. Rosston) have proposed sweeping changes to the current telecommunications regulatory regime. With impending reform in telecommunications laws, the authors argue that an important first step is the creation of a bipartisan, independent commission to examine and recommend implementation of more market-oriented communications policy. Is the United States in full retreat from internationally recognized regulatory best practice? Or is it instead headed toward some different destination -- "dancing to the beat of a different drummer"? Where is this likely to lead? The following is an introduction to a paper, published by IDATE, from J. Scott Marcus, a Senior Consultant for WIK-Consult GmbH: "...What has radically changed is telecoms regulatory practice in the United States. The U.S., in a long series of regulatory decisions, has largely abandoned its long-standing regulatory principles and moved in an entirely new direction."
If there is one word in the telecommunications that has suffered from over-abuse for many years now, it's convergence. The term has been liberally applied to each successive generation of communications technology for their supposed ability to solve a myriad of service delivery problems within a single unifying converged carriage and service delivery solution. Unfortunately, the underlying reality has always been markedly different from these wondrous promises, and we continue to see an industry that deploys a plethora of service delivery platforms and an equally diverse collection of associated switching and service delivery technologies. One can't help but wonder at the collective gullibility of an industry that continues to herald the convergent attributes of each new generation of communications technology, while at the same time being forced to admit that previous convergent promises have never been realized.

So how could Vint and his fellow board members be engaged in a massive capitulation to the enterprise greed of dot-com operator VeriSign? The story of how the Internet community got to its current impasse over the future of the ICANN-VeriSign relationship is overly complicated but the bottom line is that we are suffering from woes created by the U.S. Government with the best of intentions over the past fifteen years. Despite rather rapid growth in broadband access, the U.S. is falling further and further behind other countries -- we're now ranked #16 in the world. What's slowing the U.S. down? Two threads dominate U.S. broadband policy debate today. The first focuses on traditional telecom regulation -- reciprocal compensation, universal service, e911, and CALEA (wiretap capabilities). The second focuses on "Internet freedoms," i.e., guarantees that your broadband access provider won't block or inhibit specific applications like VoIP.
In January of this year, a frontpage article on WSJ quoted Verizon Chief Executive Ivan Seidenberg "We have to make sure they (Google) don't sit on our network and chew up our capacity". Both AT&T and Bellsouth also made similar statements in the same article. A few days ago, Verizon repeat their call to "End Google's Free Lunch": "A Verizon Communications Inc. executive yesterday accused Google Inc. of freeloading for gaining access to people's homes using a network of lines and cables the phone company spent billions of dollars to build." ...it is no surprise that Network Neutrality, a concept where broadband providers are not to discriminate rivals when they charge tolls or prioritize traffic, is now on the agenda of the US Congress.
Over at VoxPI, Alexandre Nappey reports that, a few days ago, the first French judicial decision over a .eu domain name was released -- or more specifically the first decision over an application for a .eu name. The two parties own a trademark "EUROSTAR". They agreed on the coexistence of their respective marks in September 2004. Both applied for the same name 'eurostar.eu', on the same day.
For some years now the general uptake of IPv6 has appeared to be "just around the corner". Yet the Internet industry has so far failed to pick up and run with this message, and it continues to be strongly reluctant to make any substantial widespread commitment to deploy IPv6. Some carriers are now making some initial moves in terms of migrating their internet infrastructure over to a dual protocol network, but for many others it's a case of still watching and waiting for what they think is the optimum time to make a move. So when should we be deploying IPv6 services? At what point will the business case for IPv6 have a positive bottom line? It's a tough question to answer, and while advice of "sometime, probably sooner than later" is certainly not wrong, it's also entirely unhelpful as well!
Doc Searls has written a brilliant piece framing the battle for the 'Net at Linux Journal. The piece is long, but if you take the time to read just one essay on the 'Net and the politics surround it this year, read this one. If you're involved in public policy, it's especially important that you take the time to understand what's at stake here. One of Doc's main points: we haven't framed the conversation correctly and our poor choice of words makes the argument seem overly technical and arcane when it's really about freedom, markets, and innovation.
