The ITU-T has proposed a new system of country-based IP address allocations which aims to satisfy a natural demand for self-determination by countries; however, the proposal also stands to realign the Internet's frontiers onto national boundaries, with consequences which are explored here. ...we do indeed see the Internet as a single entity, and we even speak of the Internet's architecture as if there was one designer who laid out a plan and supervised its construction. But despite all appearances, the Internet landscape is indeed made up of many separate networks... This article will explore these issues, particularly in light of recent proposals to introduce new mechanisms for IP address management, a prospect which could, over time, substantially alter both the geography of the Internet, and its essential characteristics as a single cohesive network.

"In recent months proposals have been made for the introduction of competition into the system of allocation of IP addresses. In particular, calls have been made for new IP address registries to be established which would compete with the existing Regional Internet address Registries (RIRs). Specific proposals have been made by Houlin Zhao of the ITU-T and by Milton Mueller of the Internet Governance Project, both of which propose that the ITU itself could establish such a registry group, operating as a collection of national registries." ...It would appear that part of the rationale for these proposals lies in the expectation that the introduction of competition would naturally lead to outcomes of "better" or "more efficient" services the address distribution function. This article is a commentary on this expectation, looking at the relationship between a competitive supply framework and the role of address distribution, and offering some perspective on the potential outcomes that may be associated with such a scenario for IP addresses, or indeed for network addresses in general.
The Congressional Research Service (CRS) recently released a major new study examining cybersecurity. The report, "Creating a National Framework for Cybersecurity: An Analysis of Issues and Options" discusses a variety of significant public and private cybersecurity concerns. The CRS analysis lists several broad options for addressing cybersecurity weaknesses ranging from adopting standards and certification to promulgating best practices and guidelines and use of audits among other measures.
Registration of .Pro domains has descended into shambles as the Registry responsible for their administration has allowed a flood of domain registrations which appear to be in breach of the strict rules restricting who can register a .pro domain and the certified credentials required before any such domain can work.
In many respects the internet is going to hell in a hand basket. Spam, phishing, DNS poisoning, DDoS attacks, viruses, worms, and the like make the net a sick place. It is bad enough that bad folks are doing this. But it is worse that just about every user computer on the net offers a nice fertile place for such ill behavior to be secretly planted and operated as a zombie under the control of a distant and unknown zombie farmer. ...Some of us are coming to the converse point of view that the net is being endangered by the masses of ill-protected machines operated by users.
Former CIA Director George Tenet recently gave a speech highlighting the need for federal action on internet management in order to protect national security. As reported by the online edition of Government Executive, Mr. Tenet explained that, "greater government regulation of the Internet and telecommunications networks is needed in order to guard against terrorist attacks."
Two weeks ago, the Federal Trade Commission held a summit on e-mail authentication in Washington, DC; the community of people who handle bulk mail came together and agreed on standards and processes that should help reduce the proliferation of spoofed mail and fraudulent offers. This was a big, collective step in the right direction. But e-mail sender authentication alone won't solve the Net's fraud and phishing problems - nor will any single thing. It requires a web of accountability among a broad range of players. Yet this week there's another meeting, in Cape Town, South Africa, that could make even more of a difference...but it probably won't.
Secretary-General Kofi Annan announced today the members of the United Nations Working Group on Internet Governance, which is to prepare the ground for a decision on this contentious issue by the second phase of the World Summit on the Information Society in 2005. The establishment of the Working Group was requested by the first phase of the Summit, held in Geneva last December. At that time, countries agreed to continue the dialogue on the management of the Internet, at both the technical and policy levels.
The long awaited Service Concession Contract to operate the .eu registry was signed yesterday (Oct. 12). Now the European Commission will formally notify ICANN of the selected registry operator allowing official negotiations to commence between EURid and ICANN to have .eu put in the root. According to the press release, registrations could begin in six to nine months...
The Internet Governance Project (IGP) issued a set of reports analyzing the current "state of play" in Internet governance. The reports were commissioned by the United Nations ICT Task Force as an input into the deliberations of the UN Secretary-General's Working Group on Internet Governance (WGIG). The report identifies the international organizations and agreements affecting the Internet, and points out where there are conflicts and gaps.
