IGF, WSIS 10+ & WIC: Three World Conferences for One Internet

In the last six weeks we could follow three world conferences on Internet issues. In November 2015 the 10th Internet Governance Forum (IGF) attracted nearly 5000 offline and online participants in the Brazilian Sea-Resort Joao Pessoa. In mid-December 2015, the governments of the 193 UN member states, together with a crowd of non-governmental stakeholders, finalized the review of the 2005 UN World Summit on the Information Society (WSIS) and adopted the WSIS 10+ outcome document. And nearly 2000 people from more than 100 countries did meet on December, 16 – 18, 2015 in the Chinese Water-Town of Wuzhen at the 2nd World Internet Conference (WIC). more

ICANN Accountability Progress Made in Second CCWG Draft Proposal

The December 21 deadline for submission of public comments on the latest CCWG-Accountability draft proposal is quickly approaching. In this second draft of the proposal, great strides have been made toward addressing the accountability issues that members of the community have raised (notably, Lawrence Strickling's recent remarks). As I have previously emphasized, any plan to ensure the accountability of the ICANN Board of Directors must be closely scrutinized before ICANN pursues its implementation. more

Cheers! Registries and Registrars Doing the Right Thing by Patients

Domain name registration is a hot industry. Registrars represent a growing multi-billion dollar industry with the keys to the Internet for any organization hoping to have a web presence. Further, because of their role as one of the gatekeepers to the Internet, registrars have the unique ability and are often asked to take action against illegal activity online. This fact was highlighted in the report released this week by the Office of the U.S. Trade Representative, the 2015 Out-of-Cycle Notorious Markets List. more

FY16 Appropriations Act Extends IANA Transition Freeze without DOTCOM Act

The U.S. Government has been operating so far in Fiscal Year 2016, which began on October 1st, with funding provided by two continuing Appropriations bills. The last one passed on December 11th and provides funding through midnight tonight, December 16th. Meanwhile, bipartisan Senate and House leadership, Appropriations Committee members, and Chairs of authorizing committees have been negotiating an omnibus Appropriations bill, along with a separate revenue package of tax provisions, behind closed doors. more

A Bend in the River: ICANN Should Prepare for a 2 °C World

Toward the end of last week, the world waited with bated breath for the outcome of the 21st annual meeting of the Conference of the Parties (COP) of the UN Framework Convention on Climate Change (UNFCC). The meeting, commonly called COP 21, was held in Le Bourget, Paris, from November 30 to December 12; a bit too soon after the terrorists attacks on Paris earlier in November. COP 21 was important because COP 15 in Copenhagen (2009) failed to arrive at a global consensus... more

2015 in Review: The Year That Was in New TLDs

In looking back at what has occurred in the new TLD world in 2015, it is hard to believe that it's all taken place in just a short 12 month period. As an industry, we set off into this year realising that we had a hard game ahead -- as with all innovation, we knew that each step forward would require significant effort, knowhow and collaboration. We'd made big steps in 2014 to get started, but would 2015 move us forward or fizzle out? more

Verisign’s Perspective on Recent Root Server Attacks

On Nov. 30 and Dec. 1, 2015, some of the Internet's Domain Name System (DNS) root name servers received large amounts of anomalous traffic. Last week the root server operators published a report on the incident. In the interest of further transparency, I'd like to take this opportunity to share Verisign's perspective, including how we identify, handle and react, as necessary, to events such as this. more

The WSIS+10 Outcome Document - Some Initial Thoughts

The final outcome document of the WSIS +10 Review was released late last night. I thought I would give you some initial impressions as we enter the week of the WSIS+10 Review at the United Nations in New York. The text endorses the central tenet of the multistakeholder model of governing ourselves on the Internet and re-commits to the Tunis agreement. It extends the mandate of the IGF for 10 years recognizing the role that this Forum plays in bottom up governance processes. more

Internet Governance Forum Publishes BPs on Regulation and Mitigation of Unsolicited Communications

The IGF this morning published a number of reports, including the aforementioned one, at the URL provided, titled 'IGF 2015 Best Practice Forum Regulation and mitigation of unsolicited communications.' The reports can be found in the included URLs on the IGF Website. more

Youth Aren’t Just the Internet’s Future, Youth Shape the Internet’s Future

For the past 27 years, or at least as long as I can remember, I have heard one phrase on an endless loop: "youth are the future." It is a statement that always caused me to feel mild confusion. I thought, "How can I, for instance, be the future if I'm here now?" As I "grew up" and the term "youth" seem to expand in both meaning and breadth of inclusion, I quickly realized that when this statement is used by many it is platitudinous at best and disingenuous rhetoric at worst. What should actually be clarified is that, as no one is immune from the natural progression of the life course (at least not yet anyway), youth will one day constitute the key decision-makers in political, economic and social institutions. more

The Appeal Against Broadband Reclassification

A British perspective on a very American process... As a new member of the the "Tech Elders", I was invited to join yesterday's hearing in Washington, DC on the reclassification of broadband Internet access services. The US Federal Communications Commission (FCC) has decreed that Internet access should switch from being lightly regulated as an 'information service' (Title I) to a more heavily regulated as 'telecommunications service' (Title II). I'd first like to say that the process and content was a credit to the rule of law in the United States. more

Encryption = good : Backdoor = bad

Every time there is a tragic attack on people or property, there is a cry from various authorities or politicians for law enforcement to get unfettered access to all kinds of communication tools. But that would cause far more harm than good, and is a really bad idea. The argument goes something like this: 'These bad actors hide behind encrypted communications to plan their evil deeds...' more

WSIS+10 and the Challenge of Securing the Internet

In just one week, representatives of governments from all around the world will gather at the UN headquarters in New York for the 10-year Review of the World Summit on the Information Society, a.k.a. "WSIS+10". We are very pleased to see the consensus forming that the principles of multi-stakeholder cooperation and engagement should be at the core of the Information Society. Moreover, consensus has emerged around a "post-2015" vision for how the Internet can be used to support the Sustainable Development Goals (SDGs) that will bring about a better future for us all. more

A Billion Reasons Why the IGF Matters

I approach the mic. As the adrenalin kicks in, my hands begin to slightly tremble. Eyes dart at me, anticipating my imminent speech. I glance at the scribbled text in my notebook to review the key points I hastily made; breathe in, exhale. I look up; the total silence is punctured by my poised words: "My name is Michael Oghia, and I am an Internet Society Ambassador." more
