Last week, the much-anticipated Governmental Advisory Committee (GAC) Early Warnings on new gTLD applications were finally issued. And the GAC didn't disappoint. A total of 242 warnings were issued on 163 strings (including 31 strings applied for by Radix). The GAC warnings yet again show that Africa is perfectly capable of being at the top of league tables -- for the wrong reasons. more
Big news! The official website of the ICANN Independent Objector is now online. Another piece of good news announced at the same time is that the site will also offer a French version, which was under construction at the time. More than a month later, the French version is still under construction. Do we have to wait for eternity? While this situation may not seem critically important on the surface, it must in fact be taken very seriously because it is symptomatic of a far deeper problem... more
It's a simple, straightforward fact that the root is not a TLD. However, the current policy around new gTLDs treats the root like a TLD registry and as anyone who runs a TLD registry knows, they have certain inescapable characteristics that may not be the best for the root. At the Internet Governance Forum in Baku, I made an intervention on behalf of NL IGF, reporting on the recommendations given by the participants of Workshop 87... I concluded that more regulatory and law enforcement bodies need to become part of the IGF discussions, as they are an integral part of governing the Internet from a safety and security perspective. Mr. Cerf responded with a one-liner: "I can't help observing, if we keep the regulatories confused, maybe they will leave us alone". more
Today, the national governments that constitute ICANN's Governmental Advisory Committee (GAC) for the first time publicly voiced their concerns over specific new Top-Level Domain (TLD) applications in the form of Early Warnings. More than 240 individual GAC Early Warnings were issued in relation to 200 new TLD applications which account for 162 unique strings. By far the most prolific government to issue GAC Early Warnings was the Australian government with 129. more
So what are the characteristics of a "Brand TLD"? Please note that by "Brand TLD", I do not mean gTLDs applied for by brands. I mean TLDs whose registrants tend to use them as their primary site and identity. They have either created themselves as, or have become a brand in the eyes of their registrants. These TLDs tend to be in the minority. more
This is the African Union Commission's formal objection, through the ICANN GAC Early Warning Process, to the DotConnectAfrica Trust's amended application 1-1165-42560 for the .africa TLD. Here, it objects to the DCA .africa bid as not having the requisite government support for a Geographic name, and further characterizes DCA's bid as an "Unwarranted Interference and Intrusion" more
The really important part of the World Conference on IT (WCIT) is not the internet battles that have caught the interest of the press - it is what will happen after the conference has ended. Membership of WCIT is on a per-country basis... Each country is free to make up its own delegation and these delegations can therefore represent a large variety of social, economic, business, legal, technical and other interests - as large and as wide as each country decides its delegation will be. more
ICANN organized a meeting on 15-16 November 2012 in Los Angeles, the Trademark Clearinghouse policy negotiations... I participated on behalf of noncommercial users in the policy meeting in person in LA on 15 November, and then for part of the discussion on 16 November via telephone. Mail software consists of a large number of cooperating pieces, described in RFC 5598. A user composes a message with a Mail User Agent (MUA), which passes it to a Mail Submission Agent (MSA), which in turn usually passes it to a sequence of Mail Transfer Agents (MTAs), which eventually hand it to a Mail Delivery Agent (MDA) to place it in the user's mail store. If the recipient user doesn't read mail on the same computer with the mail store (as is usually the case these days) POP or IMAP transfers the mail to the recipient's MUA. more
Hurricane Sandy caused major damage in both the Caribbean and the North-Eastern part of the USA. In an earlier article (RIPE Atlas - Superstorm Sandy) we showed data on 15 RIPE Atlas probes that are located in or near the affected areas in the USA. Most of these locations now appear to be back to normal round trip times to targets we monitor. But the effects of Hurricane Sandy were felt beyond the immediately affected area. more
Last month, the Government of Malta published a White Paper for public consultation, proposing the introduction of four so-called "digital rights" in the Constitution of Malta. The proposal is indeed a step in the right direction but lacks punch where it matters most. While the government's efforts are commendable, the White Paper is riddled with misconceptions and does not go far enough. more
Every TLD has domain name registrants who use their domain name either as their primary site, the basis of their online identity, or as a navigational aid to direct traffic to other sites. The dominant purpose determines the long-term financial wellbeing of the registry. The choice to use a domain as a simple pointer to another site versus creating a branded identity online does not just happen. Yesterday ICANN announced that its new CEO Fadi Chehade accepted ICANN Chief Strategy Officer Kurt Pritz's resignation over conflict of Interests -- will a transparent investigation follow? Otherwise, what else and what next? In a statement on its ICANN website, Fadi Chehade states: "Kurt has submitted his resignation because of a recently identified conflict of interest". more
