Today, four years after the launch of the Catalan linguistic and cultural registry, Google reports that there are 90 million pages of Catalan content under the some 36 thousand .CAT domains. As imperfect as Google's tools are as a metric, the correct observation is that the use of .CAT by Catalans vastly exceeds the expectations of its initial proponents... more
I was looking at the End User License Agreement to which Skype wants people to assent. I noticed the following odd provision (Section 3.2.4): You hereby grant to Skype a non-exclusive, worldwide, perpetual, irrevocable, royalty-free, sublicensable and transferable licence to Use the Content in any media in connection with the Skype Software, the Products and the Skype Website. more
The imminent expiration date (September 30) of the joint project agreement between ICANN and the US government, establishing the US as unilateral supervisor over Internet's addressing and Domain Name System (DNS) operations, has rejuvenated the call for an internationalization of Internet oversight. The average Internet user, however, is unlikely to benefit from a change in the current status quo as both alternatives, full privatization and intergovernmental oversight, are bound to affect both the Internet's innovative power and the personal liberties enjoyed by its users. more
Over the last year I have become deeply involved in the debate in the USA regarding the future of their telecoms sector, which is proceeding very much along the lines of the trans-sector approach towards infrastructure (using it for other sectors such as healthcare, education, energy), open networks and a separation between infrastructure and applications. While many of the issues are universal it was also interesting to observe the specific elements that make the USA so unique. more
Oh, Internet. You had such potential when you were born — darling of the research community, supported by the wealthiest military the world has ever known. And you married well, into a powerful merchant family. Why are you so lost? Is it a midlife crisis? You were born, some say, 40 years ago this week in a lab at UCLA — one of ARPA's many children. It wasn't until nearly two months later that you first spoke, transmitting the letters "L" and "O" before crashing... more
Hardly a week goes by without a press release touting how soon we'll be using a Long Term Evolution (LTE) wireless network. Verizon has promised a major commercial launch in 2010 and a two-city trial before the end of 2009. Let me show you a little chart I put together for my 3G Tutorial and have repeatedly updated... more
Government are recognising that healthcare is one of the last paper-based sectors of the economy. It has been estimated that, quite apart from the costs involved, this leads to then of thousands of deaths each year. There is no doubt that a fully integrated computerised e-health system will bring with it its own challenges, and will undoubtedly on occasions also deliver its share of problems. But, as has been the case with all other sectors of society and the economy, integrated computerisation in this sector will improve the situation. more
Analysis could also affect liability of enterprises using cloud computing technologies... Local elected official Steinbach had an email account that was issued by the municipality. Third party Hostway provided the technology for the account. Steinbach logged in to her Hostway webmail account and noticed eleven messages from constituents had been forwarded by someone else to her political rival. more
In India we saw the Department of Telecommunications take action. Late July the Telecom Engineering Centre organized a seminar where the recommendations for IPv4 to IPv6 transition put forward by the regulator (TRAI) were adopted. The highlights of the plan reflect a traditional Indian non aggressive but nonetheless forceful persuasion. more
Funny how marketplace reality can poke holes in claims and theories. A debate is raging between some existing registries (Afilias, PIR, Neustar) and registrars like ourselves over the issue of 'cross-ownership' in Top-Level Domains (TLDs). At question: should the same set of shareholders be allowed to own all or part of a registry as well as a registrar that sells names in the TLD owned by the registry? These registries are saying 'no', and one of their principal objections is they think current registrars have an unfair advantage in pursuing TLD deals. more
The FCC is seeking public comments to help create a better definition of "broadband". The effort is in relation to its development of a National Broadband Plan by February 2010 as part of the American Recovery and Reinvestment Act. Accurately noting that "broadband can be defined in myriad ways" and "tends to center on download and upload throughput," the FCC seeks a more robust definition. The definition will be part of the governance over those receiving funding for broadband development as part of the Recovery Act. This could get interesting. more
I have to tell you -- I'm not really happy about the fact that the majority of serious cyber crime on the Internet happens without any legal prosecution. I spend an enormous amount of time -- far beyond my "day job" and exceeding what some might consider my professional capacity -- tracking cyber crime. I also work closely with law enforcement (both in the U.S. and abroad) to assist in the intelligence gathering process, putting the pieces of the puzzles together, connecting the dots, and so forth. And most of the major criminal organizations are still operating (pretty much) in the open, with fear of retribution or criminal prosecution, for a number of reasons. more
Swedish Regulator PTS have today notified .SE, the Swedish (.SE) TLD registry that they have to change the rules... In short, the decision implies that any form of the sequence of the characters "b", "a", "n", "k" are illegal in domain names in Sweden. Further that checks of what domain names are registered are to be checked before registration. more
Over the next month, the ICANN Board will consider its options for ensuring that some framework is in place to ensure ICANN's accountability to the global Internet community after the approaching expiration of its Memorandum of Understanding and Joint Project Agreement (MOU/JPA) with the U.S. Department of Commerce. We analyze these options in our new paper... more
Congratulations and thanks to ICANN for hosting the North America Regional meeting at the Sheraton in downtown Toronto, Canada. This event was done first class and was in my opinion a highly successful meeting... At this regional ICANN meeting many interesting topics were covered. Some topics though not at the foremost of my mind, surprisingly were not only highly interesting but very informative. more
