In the end it was a disappointment that the treaty on International Telecommunications regulations (ITRs) that had been under negotiation for two weeks at WCIT-12 was not acceptable to 55 countries, and that, as a consequence, these countries did not sign the final version of the international treaty (89 did sign). After two weeks of sometimes fractious negotiation - 1,275 proposals were discussed in all - the contentious issues were significantly watered down. However the dissenting countries felt that the key issue - anything in relation to the internet - should not be included at all and, quite correctly, did not compromise on that. more
Within the next year, the ICANN Board may well face a decision that will help determine whether ICANN is capable of serving the global public interest or whether it is degenerating into an industry-controlled self-regulatory association. The issue can be framed quite simply: will ICANN approve a process for the creation of a new wave of new generic top level domains that will include "closed generic" gTLDs? more
DENIC (the registry of .DE and the top-level domain name extension of Germany) has just recently announced that it has cracked the mark of 17 million domain names registered. As one of the most successful ccTLD's (country-code top-level domain names), the press release of DENIC is providing some additional interesting statistics. Such as that there are now 30k new registrations on average every month and that DENIC has over 300 members (mostly domain name registrars) to register domain names on behalf of their customers. more
In the current debate over the balance between privacy and Internet safety and security, one of the unanswered questions is: "How will those responsible for protecting the public interest gain access to the non-public data in the WHOIS databases post General Data Protection Regulation (GDPR)?" In an attempt to prevent WHOIS data from going "dark," several community members have been working for the past weeks to create a model that could be used to accredit users and enable access to the non-public WHOIS data. more

I hadn't been looking for my work elsewhere, I was simply browsing the access logs and visiting other websites that stood out. As a result of finding my work posted elsewhere without my permission, I contacted the owner of the website by email and provided 24 hours to remove the content before I pursued legal action. more
Every time I see a federal appellate opinion on domain names, I'm vaguely reminded of the Country Joe song I-Feel-Like-I'm-Fixin'-To-Die Rag, whose course goes "And it's one, two, three, what are we fighting for?" Fortunately, domain name disputes do not lead to the senseless loss of life we experienced from the Vietnam War. Unfortunately, lengthy domain name litigation usually has little more strategic value. more
A few weeks ago, when I was lurking around IPv6, I found that my own www.ipv6.tk was my first ever IPv6 domain. A "whois" on the domain says that it was registered in 2005, but something told me that I actually started this earlier. ?I therefore logged in at www.nic.tk and could see that my first feeling was correct; the first invoice for ipv6.tk was actually paid in the year of 2002. For the past few decades, there's been a relatively straightforward narrative on the economics behind the IPv6 transition that goes something like this: sooner or later, IPv4 scarcity will drive costs up until they exceed those of deploying IPv6. A competitive market will then make the rational choice and transition to a more efficient mode of production and deploy IPv6. This is textbook economics, and - with the disclaimer that I'm not a trained economist - it appears to be incorrect. more

On 30 September 1850 at Dresden, the first international treaty was issued among the first sovereign nations to internet their national electronic communication networks. It was known as the Dresden Convention, and culminated several weeks hammering out basic requirements and techniques to implement an internet spanning the Austro-German European continent at the time, and established a continuing "Union" of signatories to evolve the provisions of the treaty. more
For some time, the board of the American Registry for Internet Numbers (ARIN) has expressed a desire to have greater diversity across its leadership structures. Finally, steps are being taken to have representation that better reflects the diversity of the ARIN community... since ARIN was founded on April 18, 1997, two of its main oversight structures -- the Board of Trustees and Advisory Council -- have only been populated with persons from North America. At last, that changes. more
The ICANN community here in Singapore is celebrating after the historic vote to expand top-level domains (TLDs). And while I wouldn't begrudge anyone a few Singapore Slings, I think it's a little early to start celebrating. The ICANN Security and Stability Advisory Committee (SSAC) has recently published SAC105, a report on the interplay between the DNS and the Internet of Things (IoT). Unlike typical SSAC publications, SAC105 does not provide particular recommendations to the ICANN Board, but instead is informative in nature and intends to trigger and facilitate dialogue in the broader ICANN community. more
There has been wide coverage of ICANN's decision this week to adopt a new process for creating new global Top Level Domains (gTLDs). Publishing a clear, transparent and objective process is thought likely to result in a considerable expansion of gTLDs -- although nobody really knows whether this means "quite a lot" or "many thousands"...
