The 7th annual AfPIF takes place in Dar es Salaam, Tanzania from 30 August – 1 September 2016. Running the Gamut: Commentary, Criticism, Tarnishment, Disparagement, and Defamation

The two bookends of speaking one's mind are commentary and criticism, which is indisputably acceptable as protected speech, and (in order of abuse) tarnishment and disparagement. Defamation, which is a stage beyond disparagement, is not actionable under the UDRP, although tarnishment and disparagement may be. In ICANN's lexicon, tarnishment is limited in meaning to "acts done with intent to commercially gain" (Second Staff Report, October 24, 2009, footnote 2). more

Booting Up Brazil

The improvised alliance between ICANN and the government of Brazil is now beginning to take shape. The "summit" that President Dilma Rousseff of Brazil announced last month now has a name: the Global Multistakeholder Meeting on the Future of Internet Governance. It's no longer a summit, it's a GMMFIG. (Shall we pronounce it gum-fig?) The meeting will be held in Sao Paulo, Brazil, April 23 and 24. Don't book your tickets yet, though -- we are still debating how open this meeting will be. more

Important Progress on Accountability and Transparency

The ICANN Board made a couple of important decisions regarding accountability and transparency at its 8 December meeting. Specifically, it approved compensating Directors and also enhanced ICANN's conflicts of interest rules. These are positive developments for the organization, and come at a critical juncture as the Internet governance debate heats up in 2012. more

While some governments are still struggling with the concept of FttH - some of the world's largest investors such as the Dutch superannuation funds (ABP, PGGM and Pensioenfonds Vervoer (PfV)), have been investing in FttH in the Netherlands since 2010. SpaceX Starlink Is on a Roll

Governments Should Promote Cultural Diversity on the Internet

The entire new gTLD applicant community is awaiting, patiently, the forthcoming Brussels meeting between the ICANN Board and the Governmental Advisory Committee (GAC) to take place from February 28th. After years of delays to the new gTLD process, ICANN and the GAC will try to reach an agreement on how and when to launch the new Generic Top-Level Domains (gTLD) programme. The expectations for the outcome of the Brussels meeting is huge among potential new gTLD applicants. Despite this, the media attention will be negligible when compared to the news coverage that the next ICANN public meeting in March will receive. more

The Beginnings of 8K Video

In 2014 I wrote a blog asking if 4K video was going to become mainstream. At that time, 4K TVs were just hitting the market and cost $3,000 and higher. There was virtually no 4K video content on the web other than a few experimental videos on YouTube. But in seven short years, 4K has become a standard technology. Netflix and Amazon Prime have been shooting all original content in 4K for several years, and the rest of the industry has followed. more

The Role of Domain Name Privacy and Proxy Services in URS Disputes

Here's another apparent limitation of the Uniform Rapid Suspension System (URS), the domain name dispute policy that applies to the new generic top-level domains (gTLDS): Proceedings are unlikely to unmask cybersquatters hiding behind privacy or proxy services. Domain name registrants often use these privacy and proxy services to hide their identities when they register domain names. The services have legitimate uses but are controversial. more
