There was a recent dispute between OneWeb and SpaceX regarding the possibility of a collision between two of their low-Earth orbit (LEO) satellites. OneWeb's satellite (OneWeb-1078) was launched on March 25 and headed for its orbit at an altitude of 1,200 km when, in early April, it passed near a SpaceX satellite (Starlink-1546) in orbit at about 450 km. And confusing messages from mobile operators are also blurring the picture. In 2020, China applied to operate GuoWang, a constellation of 12,992 low-Earth orbit (LEO) broadband Internet satellites, and in 2021, it became clear that it was intended to become China’s global LEO broadband constellation. Can they do it? Maybe, but it will take a long time. China does not have the capacity to launch 12,992 satellites today. I don’t know the mass of their planned satellites, but GuoWang is informally referred to as China’s answer to Starlink. more
Starlink now has nearly 500,000 users and is available in 32 countries and nine languages. It is either available, wait-listed, or coming soon in every nation except Afghanistan, Belarus, Cuba, China, Iran, North Korea, Russia, Syria, and Venezuela. There are now 15,000 Starlink terminals in Ukraine with service throughout the nation through connections to ground stations in Poland, Lithuania, and Turkey and they have made a significant contribution in the war with Russia. more
The National Telecommunications and Information Administration surprised the broadband industry by issuing a new broadband map for the whole U.S. The map differs in dramatic ways from the FCC's broadband map, which is derived from broadband speeds that are reported by the ISPs in the country. It's commonly understood that the FCC broadband map overstates broadband coverage significantly. The NTIA map draws upon varied sources in an attempt to create a more accurate picture of the availability of broadband. more

About 300 people attended to the net neutrality hearing Thursday hearing which began with testimony from Larry Lessig, a Stanford Law School professor and founder of the Center for Internet and Society... The meeting was called by the FCC in reaction to the news that US net firm Comcast had been exposed as managing traffic by stopping some of its 13m customers uploading files to BitTorrent and other peer-to-peer networks. The FCC has started a formal investigation to see if Comcast merits a fine for its actions. more
A friend of mine wrote to ask: "The Supreme Court overturned the Jaynes conviction on First Amendment grounds, yes? I'm wondering what that could mean from the spam filtering perspective." Spam filters, and in particular DNS blacklists are intended to prevent e-mail from being delivered. Doesn't the First Amendment make it illegal to block speech? The short answer is no, but of course it's slightly more complicated than that in practice. more

In 1989 Tim Berners-Lee created the World Wide Web by taking advantage of open connectivity available among universities and research institutions. Today we see that same open connectivity within corporations, in our homes, and on university campuses. more
My weekly Law Bytes column (Toronto Star version, freely available version) examines the growing trend toward a two-tiered Internet, which upends the longstanding principle of network neutrality under which ISPs treat all data equally. I argue that the network neutrality principle has served ISPs, Internet companies, and Internet users well. It has enabled ISPs to plausibly argue that they function much like common carriers and that they should therefore be exempt from liability for the content that passes through their systems. ...Notwithstanding its benefits, in recent months ISPs have begun to chip away at the principle. more
