Allen Grogan, ICANN's Chief Contract Compliance Officer, has written a blog post today concerning a formal letter it has received asking the agency to halt the rollout of .SUCKS, a new gTLD operated by Vox Populi Registry Inc. As it stands, a ruling against Vox Populi by ICANN could result in federal prosecution or other legal action, according to ICANN officials. more

Sources are reporting that Tom Wheeler, the Federal Communications Commission chairman, is widely expected this week to propose regulating Internet service similar to a public utility -- a move certain to unleash another round of intense debate and lobbying about how to ensure so-called net neutrality, or an open Internet. more
2014 will be remembered as the year of the "multistakeholder model" on the Internet. NTIA demonstrated its commitment to bottom-up, multistakeholder Internet governance by committing to complete the transfer of responsibility for various technical functions -- known as the IANA Functions -- to the multistakeholder community. NTIA called on ICANN to convene the community to develop a transition plan to accomplish this goal. more
Hundreds of individuals from across the Internet community have spent countless hours over the last several months crafting plans for the transition of the stewardship of the IANA functions from NTIA to the global multistakeholder community. The fruits of that labor have become highly evident within the past weeks, as two out of three components of the transition plan obtained the consensus of their communities while the third continued its intensive progress. more
A fledgling attempt to create a new global Internet governance clearinghouse has run into trouble as leading business and civil organizations said they are not yet prepared to participate in the NETmundial Initiative (NMI) championed by ICANN President Fadi Chehade. On the evening of Tuesday, September 9th, Congressional leaders unveiled a 1,603 page, $1.01 trillion FY 2015 appropriations bill to fund the U.S. government through the end of September 2015. One provision of the omnibus bill would delay the IANA transition until after the September 30, 2015 expiration of the current contract between the NTIA and ICANN. more
China is holding the First Internet Conference in the rivertown of Wuzhen, calling for global Internet interconnectivity and shared governance by all. Founders of China's top three Internet companies Alibaba, Tencent and Baidu as well as executives from global giants including Apple, Amazon, Google and Facebook all joined the gala. more
On November 1, 2014, the new European Commission started its work. One of the priorities of its new president, Jean Claude Juncker, is the digital agenda. The European Union wants to be a leader in the Internet world of tomorrow. Vice President Andrus Ansip from Estonia (some people spell the country name "e-stonia") and Commissioner Günter Oettinger from Germany will have special responsibilities to implement the big plans. Juncker was elected by the European Parliament, although the green light for his nomination came from the European Council. more
It has been my distinct pleasure to serve on ICANN's Expert Working Group on gTLD Directory Services (EWG). We put in many long months and what seemed like countless hours of research, discussion, meetings, and deliberations on how to tackle a clean-slate approach to gTLD directory services, popularly known as "WHOIS". In our Final Report, the Expert Working Group (EWG) recommended a Registration Directory Service (RDS) to replace today's WHOIS, providing a next-generation system to better meet the needs of the evolving global Internet with greater accuracy, privacy, and accountability. more
If we were to apply themes to Internet governance world, the narrative for 2014-15 is definitely 'change'. The governance ecosystem is knee deep in the IANA transition, with a few meetings and teleconferences of the IANA Transition Coordinating Group behind us, and a ramping up of activity around ICANN accountability and governance. While the IANA transition and ICANN accountability processes are being conducted in parallel and independently, it's important to note that not only are they related, they are dependent on one another. more
Bowing to unprecedented community pressure in the form of a unanimous letter questioning its staff-developed Accountability Process, as well as a reconsideration request filed with the Board, on September 5th ICANN issued a notice titled "Public Comment Invited: Enhancing ICANN Accountability Process". The notice opens a 21-day public comment period on that staff proposal. However, ICANN staff apparently cannot resist asserting some form of top-down control even what that very conduct is at issue, and the notice and accompanying explanation contain attempts to restrict and unduly channel the scope of community comment. more
A couple of weeks ago, I blogged about the importance of the timeline leading up to the September 2015 deadline for the IANA oversight transition proposal. In that post, I explored the nature of U.S. politics and how it can affect the transition if we, as a community, are not diligent in our efforts to meet that deadline. Since then, the IANA Stewardship Transition Coordination Group (ICG) has held its first meeting and a conference call, resulting in some new information that necessitates an update to that post. more
Early August 2014 the UN General Assembly agreed on the procedures how to review the results of the UN World Summit on the Information Society (WSIS) from 2005. According to the draft resolution, the WSIS 10+ event will be a high level intergovernmental meeting in New York in December 2015. This meeting will adopt an "intergovernmental agreed outcome document"... The outcome document will be negotiated by governments in an "intergovernmental negotiation process". Non-governmental stakeholders from the private sector, civil society and technical community will be invited for "informal interactive consultation" in a parallel process. Wait a minute? What are "informal interactive consultations" in a parallel process? more
The title looks like a horror show advertisement; or, maybe a recurrent plague. It is actually a combination of both, and last inflicted itself on the world two years ago in Dubai. It could be visiting us again in the years to come... The World Conference on International Telecommunications (WCIT) and formerly known as Administrative Conferences have been around for the past 150 years. There have been 31 of them held under the aegis of a U.N. agency known as the International Telecommunication Union (ITU) and its precursors. more
