No one is sure whether they will meet again next year or, if they do, under what circumstances. Existing laws can address AI challenges without new regulations. Legal frameworks have adapted to past technologies, and AI should be no exception. The real issue lies in outdated legal immunities, like Section 230, shielding tech companies from AI-driven harms. Accountability should focus on those who create and benefit from AI, not AI itself. more

A series of recent applications for national trademark rights in terms that correspond to likely strings for new top-level domain names, or TLDs, (e.g., ".BLOG") highlight just one way in which ICANN's new generic TLD (gTLD) application process is likely to be "gamed." But it is also a strategy to which some trademark holders may feel compelled to resort to defend their rights to that string. Unfortunately, it does not appear that ICANN is addressing these important public policy considerations. more
The Association of National Advertisers (ANA) has shifted its campaign against ICANN's new gTLD program to YouTube with a video from its President accusing the organization of "lying" about having reached a consensus over its plans, reports Kieren McCarthy at .Nxt. "The video ends with a dramatic statement, clearly devised to produce stories such as this one: 'So we'd like to say to ICANN: your claim for consensus it wrong, it is false, it is a lie." more

At the 20th Internet Governance Forum in Lillestrøm, Norway, the UN Internet Governance Forum's dynamic coalition Internet Standards, Security and Safety (IS3C) released its new report on post-quantum policies. This report presents the findings of a collaborative study undertaken by IS3C and the French domain name registry Afnic and examines the critical need for Post-Quantum Cryptography (PQC) to achieve greater security in the ever-expanding global IoT landscape. more
ICANN's mission, and the avoidance of "mission creep", is currently the subject of intense debate in the Internet community. Multiple cross-community working groups are dealing with the proposal by an agency of the United States government, NTIA, to give up the last vestiges of its control of the IANA function. Many of the new organizational structures under consideration purport to deal with ICANN's expanding mission. more
The White House has recently released a draft of the National Strategy for Trusted Identities in Cyberspace. Some of its ideas are good and some are bad. However, I fear it will be a large effort that will do little, and will pose a threat to our privacy. As I've written elsewhere, I may be willing to sacrifice some privacy to help the government protect the nation; I'm not willing to do so to help private companies track me when it's quite useless as a defense. more

In its January 29th submission, the Regional Commonwealth in the Field of Communications (RCC) - representing Russia, Armenia, Azerbaijan, Kyrgyzstan, Uzbekistan, Tajikistan, and Rostelecom - advocates for a state-led governance model that challenges the Western-led multistakeholder approach. A book that caught my attention is 'Open Standards and the Digital Age' by Prof Andrew Russell of Stevens Institute of Technology in New Jersey. This important work shines a fresh light on the process that resulted in today's Internet. For me, it places the standard 'triumphant' narrative of the rise of TCP/IP into a more nuanced context. more

In an important test of ICANN's primary accountability mechanism, its Independent Review Process (IRP), the organization has been handed a stinging blow over its mishandling of the bid for the new generic Top-Level Domain (gTLD) .AFRICA. At the crux of the issue are two competing applications for the .AFRICA new gTLD and the decision by ICANN's Board to abdicate its responsibility to ensure that ICANN's evaluation and subsequent rewarding of the domain was carried out fairly, transparently, and in accordance with the organization's Bylaws, Articles of Organization, and established policies. more
