The ICANN Quilombo

Argentines use the word "quilombo" to describe "a real mess", which is what I feared was awaiting us at the outset of ICANN's meeting in Buenos Aires this week. Since then, ICANN President Fadi Chehade has done a good job cleaning-up the internal process quilombo he and the board created. But ICANN's leadership has left the ICANN community struggling to answer deep and ongoing questions about the future of the Internet and the multistakeholder model. more

Court of Appeals Avoids “Doomsday Effect” in Iran ccTLD Decision

Earlier today the U.S. Court of Appeals for the DC Circuit issued its decision in Weinstein vs. Iran, a case in which families of terror victims sought to have ICANN turn over control of Iran's .IR ccTLD to plaintiffs. In a unanimous decision the three judge panel stated, "On ICANN's motion, the district court quashed the writs, finding the data unattachable under District of Columbia (D.C.) law. We affirm the district court but on alternative grounds." more

5G Security Transparency

There is considerable rhetoric propagated today about 5G security. Some of the more blatant assertions border on xenophobia with vague assertions that the 5G vendors from some countries cannot be trusted and wholesale government banning is required. Existing treaty obligations are being summarily abrogated in favour of bilateral trade bullying. These are practices that the late President George H.W. A Closer Look at China’s Call for an End to the Internet Governance Forum

China as a nation with a population of 1.3 billion people, represents over a fifth of the whole world and for this reason, if not for any other, we need to sit up and listen to anything that China says, though a lot of what China says may be disagreeable. China unambiguously stated its position during the Internet Governance Forum (IGF) Open Consultations at Geneva on May 13. On this instance, I consider the views expressed by China largely respectable, but needs to be bridged in some areas. more

After wading through the various IANA Notice of Inquiry (NOI) submissions I thought I would take a break and do a secondary review of the recently concluded ICANN regional meeting in San Francisco. IGF Preparatory Meeting: A Score Draw in Geneva

Wednesday was the open public consultation preparing for the second meeting of the Internet Governance Forum, which will take place in Rio de Janaeiro on 12th-15th November. Although the inaugural Athens meeting was widely deemed a success, having largely stayed off the dread topics of wresting control of DNS from ICANN and IP addressing from the RIRs, the usual suspects were back demanding that these topics be added to the agenda. more

Stop Using the Term “Open Internet”

Over the past few years, the term "open internet" has become popular among politicians in Washington and Europe. It is bandied about in political pronouncements that assert that everyone needs to somehow support the open internet without ever actually defining it. It is sometimes used as a synonym for Net Neutrality. In fact, it is a bogus public relations term that is rather like saying you believe in the Tooth Fairy. more

Accountability Group Charter Sets the Bar Too Low

WCIT Prep Dénoument?

I'm sitting in the Popov Room of the ITU Tower in Geneva, the room is quiet, the atmosphere placid, chairs are empty. The final meeting of the CWG WCIT prep WG has just concluded its work and the chair will be reporting to the Council the results of our work. I find myself strangely calm and looking forward to my next week, to be spent in Prague... Could DoC Nominee Benefit Internet Governance, Help Globalize ICANN?
