What do Europeans interested in Internet policy think about cybersecurity, network neutrality, IANA, improving Internet access and other topics? Tomorrow the second day of the European Dialog on Internet Governance (EuroDIG) 2015 in Sofia, Bulgaria, will cover all those topics and many more. I've listed some of the sessions that either I or my Internet Society colleagues are participating in. I will personally be involved as a panelist on the two sessions about cybersecurity. more
ICANN is currently going through a complicated process in order to introduce more Top-Level Domains (TLDs). While the launch of new TLDs is something that a lot of people will welcome it is not without its issues. With the Internet's global reach and importance showing exponential growth, pressure on the United States to share control of ICANN is mounting. A number of experts believe that the question is simply how much the United States should give up and how soon. In mid-August ICANN staff attempted to impose their own proposal for the process that will determine what overall new ICANN accountability measures should accompany the proposed IANA functions transition -- and thereby replace the restraining and corrective oversight role that the U.S. has played through periodic reevaluation of ICANN performance in conjunction with re-awarding of the IANA contract. There is considerable rhetoric propagated today about 5G security. Some of the more blatant assertions border on xenophobia with vague assertions that the 5G vendors from some countries cannot be trusted and wholesale government banning is required. Existing treaty obligations are being summarily abrogated in favour of bilateral trade bullying. These are practices that the late President George H.W. The original title of this article was "ICANN CEO Hugs China's Multilateral Internet Governance Initiative". CEO has been dropped from the final version. That deletion helps make one of its two essential points. Which is that since ICANN CEO Fadi Chehade accepted a formal advisory role with China's World Internet Conference (WIC, which is a proprietary project of the Chinese Communist Party) while still engaged in leading the U.S.-based technical coordinator of the DNS, and as that ICANN role almost surely played a decisive role in his being offered the position... more
Existing laws can address AI challenges without new regulations. Legal frameworks have adapted to past technologies, and AI should be no exception. The real issue lies in outdated legal immunities, like Section 230, shielding tech companies from AI-driven harms. Accountability should focus on those who create and benefit from AI, not AI itself. more
Argentines use the word "quilombo" to describe "a real mess", which is what I feared was awaiting us at the outset of ICANN's meeting in Buenos Aires this week. Since then, ICANN President Fadi Chehade has done a good job cleaning-up the internal process quilombo he and the board created. But ICANN's leadership has left the ICANN community struggling to answer deep and ongoing questions about the future of the Internet and the multistakeholder model. more
Today's announcement from the Commission that it intends to roll back the exercise of Title II utility-style regulation over "any person engaged in the provision of broadband internet access service" at its 14 December meeting is the right step. As a veteran of 40 years of internet related regulatory wars in the FCC and numerous other venues, the Commission's decision and the actual Rules promulgated in the February 2015 Report & Order stand among the most ill-considered application of authority and regulatory gerrymandering ever witnessed. more

In Brussels on Friday, an esteemed panel of experts got together to discuss the challenge of improving ICANN's accountability. It's just too bad nobody from ICANN came by to hear it. ... While their prescriptions varied widely, the panelists were remarkably similar in their diagnoses - namely, that ICANN has yet to meet the fundamental challenge of making its board and staff accountable and answerable to the community that it is intended to serve. more
ICANN's 44th public meeting is about to start in a few days with a number of topics on the agenda. Some of them are new, while some of them are ongoing. First off, ICANN will be announcing the new CEO this Friday afternoon in Prague. Whoever it is will be coming to the organisation at a time when it faces a number of significant challenges. While the actual official meeting does not start until Monday morning there will be plenty of meetings on over the weekend as well... So what's on the "menu" for Prague? more
Any new top level domain approved for the Internet will have to be more than just a single label. ICANN's new gTLD program committee (NGPC) has decided to ban the use of "dotless domains". TLD operators that had planned to use their new suffix as a keyword, i.e. just the string and nothing else, will now have to reconsider. more
In a recent CircleID posting related to the ITU-T, the demise of that body over the years and the underlying causes were described. Among other questions, it raises the question of where has the industry technical collaborative activity gone. The short answer is just about everywhere else. This was exemplified by a recently compiled spreadsheet of some 200 different cloud forums prepared by the ITU-T's own cloud coordination group. more
