I have struggled over the past couple of weeks to come up with a metaphor to succinctly describe the standoff between the ICANN Board and the ICANN Government Advisory Committee (GAC) over the new generic Top-Level Domain (gTLD) implementation process. It didn't take long for criticism of the Verizon/Google net neutrality proposal to start pouring in. "nterest groups, bloggers, and even Google fanboys [have started] discrediting the plan" according to one trade publication. Although most of the commentary simply echoes various groups' long-held positions, the Electronic Frontier Foundation, the nation's foremost cyber-rights watchdog, provided a crucial insight about the plan that goes to the core of the net neutrality issue. more
The IANA Stewardship Transition process may have started more than a year ago, but last week it reached its pinnacle with the publication of the compiled Proposal to Transition the Stewardship of the Internet Assigned Numbers Authority (IANA) Functions from the US Commerce Department's National Telecommunications and Information Administration (NTIA) to the Global Multistakeholder Community" by the IANA Coordination Group (ICG). more
In a letter to Mr. Rod Beckstrom, President, Internet Corporation for Assigned Names and Numbers (ICANN), the Association of National Advertisers (ANA) has expressed major flaws in ICANN's program for introducing new generic Top-Level Domains. A program which ANA warns would allow as many as 1,000 new Top-Level Domains in the first year and the same cap every year thereafter. more
Amidst a firestorm of debate, the Internet Corporation for Assigned Names and Numbers (ICANN) has experimented with various forms of governance of the domain name system (DNS) involving input from the Internet community since its founding in 1998. ICANN's experimentation in running a representative and open corporate decision-making process has largely failed. This failure has manifested itself most explicitly by ICANN's retreat from its effort to enable the direct election of a subset of its Board members and, less explicitly, by the extent to which other efforts to engage the Internet user community in the decision-making process have proven ineffective. more
After the Brexit vote, I wrote that there could be an impact on EU registrants based in the UK. Over the past year, the UK government has been engaged in negotiations with the EU to navigate the application of Article 50 and the UK's exit from the European Union. While there has been a lot of focus on issues like the customs union and the border between Ireland and Northern Ireland, the eventual departure of the UK from the EU will have a tangible impact on the European digital economy. more
One summer sport in Internet governance is speculating on what direction ICANN's new CEO will take it in. Making the media rounds yesterday on Fox and Lehrer News Hour to talk about the recent DDoS attacks on US and S. Korea government and commercial websites, new CEO Rod Beckstrom pushed how the response to cyber attacks is a coordinated effort, he also alluded to ICANN's role in similar attacks. Responding to a question on the News Hour about the USG policy response to dealing with cyber attacks, Beckstrom highlighted the critical role of ISP filtering, and identified the "organic" as well as "somewhat structured" coordination which occurs during a typical response. More interestingly, he plugged ICANN's facilitating role. more
In just a few days the ICANN 54 meeting will be up and running in Dublin, and schedule revisions are being implemented to devote even more time to discussion of accountability measures to accompany the transition of IANA stewardship. These developments come in the wake of the ICANN's Board pronouncement that it will not support either the "sole member" model (SMM) devise by the CCWG-ACCT (CCWG) after ten months of intensive labor, or even the "designator" model that it was considering as a possible fallback. more

Those who have followed my reporting on these issues from the very beginning more than a year ago - long before the media frenzy on this topic started - will have seen that we never took the sensational approach.
