As we watch the Ukraine and Russia conflict over boundaries and territories, I chanced upon a YouTube video showing the region of Europe and how, for the last 1000 years, national boundaries and names of nations have changed where in 1142, you had nations like Muslim Spain, Kievan Rus. Recently I joined my son, who is in his final high school year, to visit the open day of the newly founded Leiden University College in The Hague. The school focuses on Liberal Arts & Science and offers a broad education on (international) politics, philosophy and economy. The idea is to prepare the next generation internationally oriented public servants and leaders of the future. Among others they have former Dutch Minister of Foreign affairs and Secretary General of NATO Jaap de Hoop Scheffer as a college professor. more
I was part of a small APNIC delegation that attended the ITU Plenipotentiary Conference (PP-10) with a limited Sector Member role as an observer. Our aim was to be available to ITU Member States with questions on IP addressing issues and to follow Member State discussions on the ITU's role in Internet governance issues. Four adopted resolutions at PP-10 were of particular relevance to Internet management, of which one was new: "Facilitating the transition from IPv4 to IPv6". more

Even those who care about net neutrality might not have heard of the aptly-called Shadow Regulations. These back-room agreements among companies regulate Internet content for a number of legitimate issues, including curbing hate speech, terrorism, and protecting intellectual property and the safety of children. While in name they may be noble, in actuality there are very serious concerns that Shadow Regulations are implemented without the transparency, accountability, and inclusion of stakeholders necessary to protect free speech on the Internet. more
The original Netmundial was a unique Internet governance event that took place in 2014 and set out to map new avenues for global cooperation around the theme, uniting diverse stakeholders to discuss the future of IG in a broad manner. It was initially convened by the Brazilian government and ICANN as an answer to the Snowden revelations of global Internet espionage performed by various nations (primarily the USA), in part due to these two actors being directly affected by the implications of the revelations. more
Many who attended the ICANN Durban meeting this summer will recall the open forum were speakers lined up to call on ICANN to either speed up or slow down the new gTLDs depending on their position or interest. I chose to address a different topic that no one was yet willing to tackle publicly. It was PRISM and the NSA surveillance scandals. One of the important elements of that document was in section 4, namely that "ICANN and DOC recognize that there is a group of participants that engage in ICANN's processes to a greater extent than Internet users generally." more
I have found a disturbing lack of context in respect of some reports examining the state of Canada's telecommunications industry, especially those that have cited various OECD studies released over the past few months. It has become increasingly clear that the OECD's analysis is flawed. In my previous article I showed that ICANN expects to recover a lot of money from the first round of applications for new generic Top-Level Domains (gTLDs) -- $92.5 million, to be exact -- and that even that dramatic figure is probably substantially underestimated. For that reason, I argued that ICANN probably will recoup a windfall from the first round of gTLD applications and pointed out that ICANN's promise to consult with the Internet community before spending such a windfall is unsatisfactory because it has failed to say beforehand what surplus revenues might be spent for. more
