Over the years I have been critical of ICANN's inability on several occasions to match its words on openness, transparency and accountability with its actions. Therefore, it was a very pleasant surprise to see ICANN post the Board briefing documents in connection with two of its last three Board meetings. more

President Obama began working on Cuban rapprochement during his 2009 presidential campaign. After over five years of thought and negotiation, the Whitehouse announced a major shift in Cuba policy, which included allowing telecommunications providers "to establish the necessary mechanisms, including infrastructure, in Cuba to provide commercial telecommunications and Internet services, which will improve telecommunications between the United States and Cuba." more
The Internet Governance Forum is winding down today in Sharm El Sheikh, Egypt. There have been a lot of very constructive conversations in workshops and panels over the past four days about how to advance security, privacy, child protection, AND human rights and free expression on the Internet. In a landmark ruling, a U.S. federal court has agreed with the Internet Corporation for Assigned Names and Numbers (ICANN) that the country code Top-Level Domains (ccTLDs) are not property subject to attachment and thus overruled an attempt to seize Iran's, Syria's and North Korea's domains as part of a lawsuit against those countries' governments. more

On the final day of a four-day meeting, most government representatives expressed support for renewing the Internet Governance Forum's five-year mandate which ends next year. China did not. Chen Yin, the head of the Chinese delegation to the Internet Governance Forum, said yesterday that the IGF's mandate should not be continued without reforms. more
A new report has been released by Analysys Mason suggesting recent proposals to regulate the global Internet will harm growth and innovation worldwide. The International Telecommunication Union (ITU) will hold a treaty conference, the World Conference on International Telecommunications (WCIT), in December 2012, which will revise a 1988 treaty, the International Telecommunication Regulations (ITR). more
The current internet versus telcos debate that is going to be played out at the WCIT conference in Dubai later this year is still following the old confrontational pattern. The telco industry, for all the right reasons, started off as a monopolistic one. With the limited technology and knowledge of that time this system has been able to deliver telephone networks to all the countries in the world, and the industry can be proud of that achievement... We all may have breathed a sigh of relief when the ICANN Governmental Advisory Committee (GAC) and the Board concluded their eleventh-hour negotiations on new generic Top-Level Domains (gTLDs) with some measure of success, but we can all agree that panicked policymaking is, at best, less than optimal. ICANN needs to integrate GAC input more effectively. The Final Report recently issued by the Joint Working Group (JWG) of the ICANN Board and the GAC contains several thoughtful and productive recommendations. more

As the ITU-T 2018 Plenipotentiary Conference rolls toward a close this week, its most controversial and contentious subject appeared baked into a new treaty instrument resolution that has apparently reached a kind of steady-state. After distilling the many input proposals through ten revisions and a corrigendum, the tasked drafting committee has produced a new resolution with the simple title of "OTTs." more
