During the ICANN79 in San Juan, Puerto Rico, in March 2024, the North America School of Internet Governance (NASIG 2024) convened with an over-encompassing theme, "Confronting Truth, Trust, and Hope in Internet Governance." A pivotal panel discussion titled "Can We Survive Digital Fragmentation?" underscored the essentiality of global connectivity and the urgency to understand and address the layers of fragmentation impacting the internet's universal fabric. more
Recently, the Presidents of four Latin American countries slammed ICANN over its .amazon domain name decision. This added to a long list of geo-politically infused challenges which ICANN needed to render final decisions on after all delay tactics or deferments had already been fully exhausted. It is clear that ICANN is facing unprecedented challenges as it tackles issues that go beyond its current narrow mandate. more
ICANN has its 34th international public meeting in Mexico City on 1-6 March i.e. in just over a fortnight. One of the consistent concerns I hear in my role as general manager of public participation for the organization is that there is not a way for people to ask questions to the staff and the Board. I don't think that's really true but I do accept that the formats used are not liked by a large number of people... more
Last month, the Sustainable Digital Infrastructure Alliance (SDIA) announced our Open Data Hub, a resource that's meant to boost transparency, trust, and data availability to help researchers, industry, and society realize a sustainable digital economy. On February 4, 2016, U.S. Senator (and Republican Party Presidential nomination contender) Ted Cruz, joined by Senators James Lankford and Michael Lee, dispatched a letter to ICANN CEO Fadi Chehade stating that "we were surprised and dismayed to learn that you have agreed to co-chair a high-level advisory committee for the World Internet Conference, which is organized by the Chinese government, while you serve as the Chief Executive Officer of ICANN under contract with the United States Government". The Internet is about to go independent. After years of support and supervision, the U.S. Government is about to irrevocably relinquish its control over the Internet by transferring its authority to an independent corporation named ICANN. As part of this push, the current chairman of ICANN posted this article to the Wall Street Journal... What's truly amazing about this piece, is how well it's done... It was only after digesting this piece, that I remembered we are talking about ICANN here. more

The future of the Internet Governance Forum (IGF) is an important part of the WSIS+20 review process. But after 20 years, the key question should now be its organizational evolution, more than just how long its mandate should be extended or whether it should be rebranded. The time has come for a constitutional moment for the IGF. A dedicated review process should take place in 2026 around three core questions. more
DNS Abuse and how to address it has been the topic of intense, often conflictual, and rarely conclusive discussions for many years, starting with the very definition of the term and the degree of responsibility bestowed upon DNS operators. In 2018, after several months of intersessional work, the Internet & Jurisdiction Global Conference brought together in Ottawa more than 200 key stakeholders to define a roadmap to address certain jurisdictional challenges on the Internet, including DNS abuse. more
This study analyzes the differences in domain name and IP address strategies among a number of current mainstream artificial intelligence (AI) service providers. We find that these technical choices not only reflect deployment decisions but also deep-seated corporate knowledge and capabilities in Internet infrastructure service provision, as well as brand positioning and market strategies. more
Just recently, Bluesky -- the decentralized social network running on an open protocol called AT Protocol -- announced that as a mechanism for supporting its business financially, it will directly sell domain names as handles for its users. The sales will be processed through an Internet Corporation for Assigned Names and Numbers (ICANN) accredited registrar, called Namecheap. Currently, the handles on social media platforms are internal handles and not independent domain names. more
In light of some changes contained in the most recent Applicant Guidebook as well as some of the proposed contractual provisions contained in the recent IANA Statement of Work, there is a potential growing justification to make some necessary last minute changes to the legal terms and conditions contained in Module 6 of the Applicant Guidebook. Internet governance is getting a thorough look under the hood, thanks to the National Telecommunication and Information Administration. NTIA recently concluded its public comment period under a Notice of Inquiry (NOI), which asked for public comments regarding the future of the Joint Project Agreement (JPA) between the Department of Commerce and ICANN. At its core, the NOI asks whether the White Paper's original vision of privatizing the technical coordination and management of the Internet is working. For reasons I will explain, it would be deeply unwise for NTIA to terminate the JPA just yet. more
