Crime, fraud, scams etc., they're all very bad things. They're also not going to go away anytime soon. As a domain name registrar and hosting provider we're constantly "at risk", as we sell a lot of services that are both cost-effective and also give criminals the tools they need to attack 3rd parties. Again, this isn't exactly news. We've always taken a very pro-active approach to dealing with criminal activity and network abuse... But recently I've been losing sleep. more

Only two years after signing the DNS root zone, the powerful lure of a secure global infrastructure for data distribution is starting to reveal itself. It is illustrated clearly by two proposed technical standardizations that seek to leverage secure DNS. To some degree these developments highlight the strength of DNS institutions and how they might fill gaps elsewhere in the Internet's governance. But an increasing reliance upon and concentration of power in the DNS also makes getting its global governance correct even more important. more

A Tempest in a Libyan Teapot

The .LY domain is Libya, and their government recently cancelled the registration of the short and snappy VB.LY, provoking great gnashing of teeth. If you direct your attention to the address bar above this page, you'll note that it's at JL.LY, equally short and snappy. The .LY registry started allowing two letter second-level domains last year, and there was a quiet land rush. Now they restrict those domains to people actually in Libya, but say they'll let us keep the ones we have. How concerned am I that they'll take my domain away, too? more

Google has released a government requests tool. It's highly illuminating and may end up being quite disruptive. That's what surprising data visualizations can do for us. ... The tool allows us to see the number of requests from different countries that Google received during the last six months of 2009. More than 3600 data requests from Brazil during those six months and more than 3500 from the US. But just 40 or so from Canada and 30 from Israel. more

Urgent Need to Revisit Internet Governance (WCIT-12)

Developments over the past few months - and especially the revelations about the spying work of the NSA on friendly governments and their people and businesses - show how important it is to try and establish some high-level strategies relating to managing the governance of the internet. Registries, Registrars, Resellers and the Fight Against Cyber Crime: The EU-US Meeting

On 24 and 25 February 2011 the European Commission, DG Home Affairs, organised a meeting on cyber crime in cooperation with the US government, Department of Justice, with representatives of the law enforcement community, registries and registrars. The basis of the discussion was the RAA due diligence recommendations (hence: the recommendations) as presented by LEAs in the past years during ICANN meetings. The meeting was constructive, surprising and fruitful. I give some background, but what I would like to stress here is what, in my opinion, could be a way forward after the meeting. more

Google, China, and the Future of Freedom on the Global Internet

Maybe it's because I was schooled in political science, not computer science. But frankly I've been surprised by the extent to which some respected commentators have focused on trashing Google for lacking purity of motive. As if that were some kind of brilliant revelation. Of course Google's actions are motivated by self-interest. Self-interest is a complicated thing, and isn't only financial... But let's be honest with ourselves. A comment period on the "strawman", a proposal to update the Trademark Clearinghouse (TMCH), is currently underway. Originally planned to end on January 11, it has been extended by ICANN to February 5. The comment portal has so far received 89 email contributions. A fair number, but the real story is how many major brands have spoken out on the proposed amendments to the TMCH model. more

More recently, his gambits have expanded to market entry, chip component, and software restrictions on Chinese telecommunication equipment vendors, especially Huawei. more

Nobody Has Proposed a Sustainable Model for Internet Governance Yet

The idea that the US would maintain a strategic position in the Internet was always a pipe dream. Allowing the US to pick the DNS contractors is one thing, allowing the US the power to arbitrarily shut countries off the net is quite another. And that is what deployment of DNSSEC and the rPKI under the current models would do. The idea that some US congressman would promote a bill to force ICANN to drop Cuba, Palestine or the enemy of the moment off the Internet is really not far fetched. The US government was just shut down for over two weeks in a bizarre act of political theater. more

Much Ado About WCIT-12 and Multi-Stakeholderism

In the last month of last year, the World Conference on International Telecommunications (WCIT-12) ended in Dubai amid, not hugs and fanfare, but finger-pointing and acrimony. The end, much anticipated as it was, wasn't the finest hour for international cooperation for the global public interest. Looking back, one would be forgiven to conclude that the WCIT-12 was doomed to fail. more

On 5 March 2024, the Grand Chamber of the Court of Justice of the European Union handed down a landmark judgment that was years in the making. The case is formally known as C 588/21 P, Public.Resource.Org and Right to Know v Commission. The Judgment of the Court is identified as ECLI:EU:C:2024:201. more

The Irritating Irresolution of ICANN Jurisdiction

The ICANN community review and Board approval of the draft Bylaws intended to implement the Work Stream 1 (WS1) recommendations of the Cross-Community Working Group on Accountability (CCWG-ACCT) are nearing completion.
