After more than six years of consultation and negotiation regarding the New Top-Level Domain Program, the ICANN Board this week approved the program to the pleasure of many within the Internet community. Internet Security is a topic that has drawn a lot of attention over the past year. As awareness grows that cooperation is necessary, it dawns on people that there are many and very different stakeholders involved, stakeholders that may never have met before. Let alone have cooperated. An example of an approach is the National Cyber Security Council (NCSC) that was installed in The Netherlands on 30 June. This is a high level council that will give advice to public as well as private entities on how to better secure themselves and society at large against cyber attacks and how to become more resilient. However, without the right approach it is doomed to become a talking shop. more
The last few months have shown a number of signs that cooperation in cyberspace is not just necessary, but it is vital for the survival of the Internet as we know it. There is no need to provide links to all the articles and news stories that talk about the dangers of cyberattacks on the infrastructure in the USA or other countries - you can find plenty of them. ... The Board of ICANN today gave final approval to the most dramatic change to the Internet in four decades -- allowing the expansion of new Top-Level Domains (TLDs). This monumental decision will allow companies and organizations to turn their own brands into Internet domain extensions (that is .brand) or to create broad generic strings such as .CAR, .SPORTS or .BANK. ICANN's TLD expansion plan was first announced three years ago on June 26, 2008 at the 32nd ICANN Meeting in Paris. more
The Internet has done as much as the jet engine to shrink the distance between where we are and where we want to go. Even the propeller-type connectivity of dial-up was a giant leap forward. But as much as the technology has allowed us to go with ease to any place we choose - to learn, to be heard, to promote - equally powerful is the platform's ability to help us gather. I've just arrived in Singapore, where ICANN's board will almost surely vote to launch an unprecedented expansion plan for generic top-level domains (gTLDs). As the new gTLDs start lighting-up over the next two years, we'll look back on this week as the "end of the beginning" since it ended several years of planning for the actual expansion. After the vote the real work begins: evaluating applications, implementing new mechanisms, and contract compliance on a scale far greater than ICANN has ever seen. more
Recently I joined my son, who is in his final high school year, to visit the open day of the newly founded Leiden University College in The Hague. The school focuses on Liberal Arts & Science and offers a broad education on (international) politics, philosophy and economy. The idea is to prepare the next generation internationally oriented public servants and leaders of the future. Among others they have former Dutch Minister of Foreign affairs and Secretary General of NATO Jaap de Hoop Scheffer as a college professor. more

U.S. laws remain set to govern the coming multilingual internet through ICANN's new generic Top-Level Domains (gTLDs) yet the ramifications of this fact if you are Chinese, Arab, Indian, Russian or other are huge as ICANN published its 7th Applicant Guidebook in preparation for its board consideration on June 20th during the Singapore meeting. To many nations and citizens around the world, especially the non-English speaking communities, this will be seen as a strategically alarming direction for the global Internet. more
I've been watching at the excitement build in the domain community, where a lot of people seem to believe that at next month's Singapore meeting, by golly, this time ICANN will really truly open the floodgates and start adding lots of new Top-Level Domains (TLDs). I have my doubts, because there's still significant issues with the Governmental Advisory Committee (GAC) and the US Government and ICANN hasn't yet grasped the fact that governments do not defer to NGOs, but let's back up a little and ask is this a good idea. more
A group of leading DNS experts have released a paper detailing serious concerns over the proposed DNS filtering requirements included as part of the bill recently introduced in the U.S. Senate named Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011 ("PROTECT IP Act"). The group who is urging lawmakers to reconsider enacting such a mandate into law, includes leading DNS designers, operators, and researchers, responsible for numerous RFCs for DNS, publication of many peer-reviewed academic studies related to architecture and security of the DNS, and responsible for the operation of important DNS infrastructure on the Internet. more

The latest ICANN Applicant Guidebook was released in mid-April and covers the introduction of new generic Top Level Domains (gTLD). The introduction of new gTLDs has been an ongoing conversation for more than a decade. We have an opportunity to approve the final draft in time for consideration of the new gTLD implementation program during the ICANN Board meeting, which will be held on Monday, 20 June 2011, in Singapore.
