On 31 May 2016, The Commission together with Facebook, Twitter, YouTube and Microsoft unveiled a code of conduct that includes a series of commitments to combat the spread of illegal hate speech online in Europe. These IT Companies support the European Commission and EU Member States in the effort to respond to the challenge of ensuring that online platforms do not offer opportunities for illegal online hate speech to spread virally. more

Today one of the headlines in Computer Sweden was that there is a dispute between Telia and the regulator PTS in Sweden. PTS requires Telia to stop locking out competing TV-distribution companies for IP-TV in the access network (DSL) that Telia runs. Specifically, they lean towards the fact Telia is dominant provider of the copper, and require Telia to competitors give access to the larger frequency band in the copper that they claim is needed for TV distribution. more

In early November 2013, prior to ICANN's Buenos Aires meeting, I published an article at this forum, Policy Advisory Boards – A Cornerstone PICS (Public Interest Commitment Specification), that extoled the advantages of adopting a Policy Advisory Board (PAB) model as a practical, effective, and least burdensome means of effectively implementing the request of ICANN's Governmental Advisory Committee (GAC) for consumer and competitive safeguards at sensitive new gTLD "strings" - especially those that are related to regulated industries and professions. It is deeply gratifying that the article has received nearly 9,000 views since first being posted and inspired considerable discussion. more
UK government today announced the release of a new cyber security standard for self-driving vehicles. Funded by the Department for Transport, the British Standards Institute has developed the guidance to set a marker for those developing self-driving car technologies. more
In 2014, Cuba embarked on a program for the "informatization" of society and "advances in the informatization of society" was the theme of the short videos by ETECSA president Mayra Arevich Marín and Vice Minister of Communications Wilfredo González... I was struck by the emphasis on the Cuban national intranet, as opposed to the global Internet... This emphasis is reflected in the relatively low price of intranet access and the continued development of Cuban content and services. more

The European Union (EU) has set a high bar by tackling domain name system (DNS) abuse head on via government regulation and seems to have successfully resisted attempts to water down DNS stewardship obligations. Recent guidance from a key European Commission cooperation group (the NIS Cooperation Group) handling sections of the Network and Information Security Directive (NIS2) intends for a robust implementation of Article 28, which will go a long way toward helping to mitigate some of the longstanding problems that persist in the DNS. more

Trump has a dilemma. He has to take some executive action that will allow him to ridicule President Obama and show that he is punishing Cuba for its human rights violations and the confiscation of businesses and property after the revolution, but not harm US telephone companies, hotel chains, airlines and cruise lines. Although ICANN is now getting a lot of ridicule for the "glitch" in its TLD application System, it deserves some praise and respect for the results of its April 10 board meeting. In that meeting, the board showed the involved community - and the rest of the world - that it is no longer going to be stampeded by extra-procedural political pressure to make yet another round of hasty amendments to its new TLD program's policies and procedures. more

Coordinated by many of the region's leading technological development and capacity building organizations, the day long event explored the opportunities and challenges for Latin America brought on by changes in the Internet landscape, including the introduction of new gTLDs such as .LAT, .NGO and others. more
Earlier this week, I came across a working paper from Professor Peter Swire - a highly respected attorney, professor, and policy expert. Swire's paper, entitled "Online Privacy and ISPs", argues that ISPs have limited capability to monitor users' online activity. The paper argues that ISPs have limited visibility into users' online activity for three reasons: (1) users are increasingly using many devices and connections, so any single ISP is the conduit of only a fraction of a typical user's activity; (2) end-to-end encryption is becoming more pervasive, which limits ISPs' ability to glean information about user activity; and (3) users are increasingly shifting to VPNs to send traffic. more
Of all the patently false and ridiculous articles written this month about the obscure IANA transition which has become an issue of leverage in the partisan debate over funding the USG via a Continuing Resolution, this nonsense by Theresa Payton is the most egregiously false and outlandish. As such, it demands a critical, nearly line by line response. more
