Another contentious issue at the WCIT in Dubai is 'security'. There has been a dramatic increase in nervousness regarding a whole range of security issues, especially in relation to the internet. They include: SPAM, denial-of-service-attacks, identity theft, cybercrime, cyberwarfare, and privacy issues on social media. From the list above it is clear that some of these issues are related to content, while some can be classified as national security and others as criminal offences. In other words, there is no clear-cut issue on what constitutes security. more
Many have heard of botnets, but for those that aren't certain what they are: Botnets are armies of hacked zombie computers that have malware on them, and send spam email at the command of operators anywhere in the world. They can also be told to deploy denial of service attacks, by all hitting the homepage of a given company, or attacking the DNS server or a service or country. more
At the Internet Governance Forum in Baku, I made an intervention on behalf of NL IGF, reporting on the recommendations given by the participants of Workshop 87... I concluded that more regulatory and law enforcement bodies need to become part of the IGF discussions, as they are an integral part of governing the Internet from a safety and security perspective. Mr. Cerf responded with a one-liner: "I can't help observing, if we keep the regulatories confused, maybe they will leave us alone". more
Recently the relevancy of Spamhaus and whether it is still necessary has been raised in various discussions and in particular among marketers. I think this is an interesting question for a lot of reasons. One is because there's such a broad range of opinions about Spamhaus and almost none of them are ambivalent. ICANN is clearly changing with the new CEO making immediate changes to the organizational structure and Compliance announcing a number more effective tools and procedures at Sunday's At-Large Advisory Committee (ALAC) and Regional Leadership Meetings. For many years, I have tracked spam from botnets and reported on it. I have analyzed those botnets' distribution patterns by number of IPs, number of messages per email envelope and geographical distribution. While spam from botnets is interesting, and the main source of spam, it is not the only source of spam. What about spam that originates from the MAGY sources? more

Mitigating online threats and the subsequent enforcing of violations of laws often involves many different organisations and countries.
