There was a compelling article in the Wall Street Journal (WSJ) the other day about ICANN and illegal online pharmacies. The result of a six-month investigation, the reporter, Jeff Elder, calls into question ICANN's effectiveness in investigating complaints of suspected illegal activity on domain names it has a contractual relationship with. Elder cites a recent incident where Interpol and the U.S. Food and Drug Administration tried to have 1,300 websites shut down because they were suspected of selling drugs without a prescription. more
I attended the 46th ICANN meeting in Beijing, China, and made a statementat on the panel "Internet Governance -- The Global Agenda", questioning the limits of the multistakeholder model, or more precisely the "bottom" of the bottom-up concept. My expectation was enormous, just at the time when two important meetings on governance and information society are in evidence: the WCIT and WSIS +10. more
It is interesting to see telecommunications policy issues being covered by the general media. Of course, we expect to see coverage of communications issues in the business press. The sector is a large employer, makes massive investments in infrastructure and virtually every citizen buys communications products and services every month. Still, covering the sector in the business section is different from seeing coverage move to the front page or the general editorial pages. more
With lessons learnt from the first Round, what does a new applicant need to know to prepare for the coming Round? Which example should he follow to increase his chances of success? I have had the chance to read about new domain names sales figure expectations, prior to the launching of Round one of the ICANN new gTLD program. Comments that I read and feed-backs that I have today are: "our expectations are the one we wrote on the paper and we are happy with them". more
The ongoing ITU Plenipotentiary Conference in Busan South Korea is the quadrennial gathering where its Nation State Members gather to elect new leadership of its four permanent secretariats and populate a few other of its assorted bodies. The next two weeks are spent in endless sessions where several regional blocs of Members still enamored with pre-liberalization telecom models complain about the new world of telecommunications that they did not invent -- while engaging in copious use of their new smart phones and online services. more
The first Registration Operations Association Workshop took place on Thursday, 16 October 2014, at the Los Angeles Hyatt Regency Century Plaza Hotel. I'd like to thank the 64 people that took the time to attend and participate in the discussion, both in-person and remote. I started the workshop with an introduction to some of the technical challenges being faced by the domain registration industry. more
Reports of the cancelation of the ICANN 52 meeting in the Moroccan town of Marrakesh appear to be exaggerated. They did, however, force the organization to issue a statement on Sunday confirming that while "no decision had been taken yet" ICANN was considering postponing the meeting in Marrakech scheduled for 8-12 February, 2015. This would a mistake, in our opinion... more
Despite its absolute success in providing competition to the telecoms market, infrastructure-based competition in the mobile market is now also reaching its final stages. We have been predicting this for some time; we did so in order to highlight the need to change to different business models in the industry -- models with more emphasis on infrastructure-sharing and competition based on new innovative services rather than on utility offerings... more

Contribution 98 wants the ITU to develop an IP address plan; wants it to be a contiguous IP address platform so as to enable the Governments to map and locate every Internet user; suggests that the ITU may coordinate the distribution of IP addresses accordingly; instructs the ITU Secretary General to develop policies for... naming, numbering and addressing which are [already] systematic, equitable... more

If you are, like me, not in Busan, South Korea, for the 2014 ITU Plenipotentiary Conference but are curious about what is going on there, my Internet Society colleagues on our public policy team have been posting regular updates to the Internet Society's blog and to the @ISOCPolicy Twitter account... Given that I work in the technology side of Internet Society's work and don't have the cycles to keep up-to-date with everything going on there in Busan, I've found these updates very helpful in understanding some of the major events happening at the ITU Plenipot 2014. more
The growing interest in the "Internet of Things" is forcing us to think beyond the web to a much larger world of connected devices. We can tolerate the many barriers to connectivity because we expect that someone can provide the necessary credentials to log in to the providers' services and to adjust Wi-Fi access keys whenever the access point changes or simply to click "agree" at a hotspot. This doesn't work for "things" which can't recognize a sign-on or "agree screen". more
Registrars have the opportunity to fundamentally change the landscape of the Internet's security infrastructure by working to close the DNSSEC functionality gap. Virtually everything every Internet user does on the Internet depends on the DNS. DNSSEC is not just about protecting the DNS, it is about building a secure infrastructure foundation upon which new and innovative services and applications can be built to benefit us all. Registrars are the linchpins to advancing the deployment of DNSSEC. more
The new TLD program was a long time coming and now we have over 600 options for domain name endings, with more on the way. It made sense to a lot of people that options other than the already crowded .com space were needed but did we really envisage the plethora of ultimately "similar" TLDs that would rise from the ICANN process? more
