The past several years have seen significant efforts to keep local Internet communications local in places far from the well-connected core of the Internet. Although considerable work remains to be done, Internet traffic now stays local in many places where it once would have traveled to other continents, lowering costs while improving performance and reliability. Data sent directly between users in those areas no longer leaves the region. Applications and services have become more localized as well, not only lowering costs but keeping those services available at times when the region's connectivity to the outside world has been disrupted... I outline the implications for value presented by ICANN's proposed introduction of new Top-Level Domains (TLDs) on user search and navigation, companies, and registries... For the new tools to be value adding they should facilitate navigation, reduce search cost, or provide actionable branding information through marketing. A message on Dave Farber's Interesting People list complained that Comcast was blocking mail forwarded by DynDNS, a popular provider of DNS and related services for small-scale users... Actually, they're blocking it because a lot of it is spam. This is a problem that every mail forwarder and every mail system encounters; the only unusual thing here is that DynDNS is whining about it. It's yet another way that spammers have broken the mail for the rest of us. more

I attended the spring workshop in Amsterdam in early May, and the following are my impressions from the presentations and discussion. The paragraph 4(c)(iii) safe harbors of the Uniform Domain Name Dispute Resolution Policy are construed from a five word phrase, "legitimate noncommercial or fair use." "Noncommercial" like "identical" in paragraph 4(a)(i) has a defined meaning; it does not include domain names inactively held (for any alleged purpose), although non-use is not necessarily fatal to rights or legitimate interests. "Fair use" has a larger canvass; it includes nominative (commercial) use that is fair and Constitutionally protected speech. more
We have posted our support of the WHOIS Policy Review Team Report with two important comments. First, on page 79 of the report it is confirmed that the RAA is unenforceable on WHOIS inaccuracy (we wrote about this while at the last ICANN meeting) because the language of RAA 3.7.8 has no enforcement provision. It is now time for ICANN to confirm this problem officially. more
While travelling home from Geneva, I was thinking quite a lot on the relationship between a ccTLD (registry) and a Country. This is because many countries are starting to talk louder and louder about the responsibilities Countries have on critical infrastructure, or (possibly more important) the management of the critical infrastructure. Will for example any (none?) of ccTLD operators (servers) sustain a denial of service attack of a scale similar to the attack on the root servers? What can ccTLD operators do to resist the malicious attacks? Should this be discussed? more
On the evening of Tuesday, September 9th, Congressional leaders unveiled a 1,603 page, $1.01 trillion FY 2015 appropriations bill to fund the U.S. government through the end of September 2015. One provision of the omnibus bill would delay the IANA transition until after the September 30, 2015 expiration of the current contract between the NTIA and ICANN. more

Specifically, ICANNfocus questioned whether the extent of ICANN's legal fees, about 20% of their total revenues, was related to the organization functioning as a regulator instead of simply as a technical manager of the internet. more

While the vast majority of its five billion users have been online for less than a decade, the Internet was taken into use on October 29th, 1969, when two computers connected to the ARPANET exchanged a message. The ICANN At-Large Advisory Committee would like to bring to ICANN's attention concerns about VeriSign's surprising roll-out of the "SiteFinder" service for .com and .net. This practice raises grave technical concerns, as it de facto removes error diagnostics from the DNS protocol, and replaces them by an error handling method that is tailored for HTTP, which is just one of the many Internet protocols that make use of the DNS.
