The Wall Street Journal and others are reporting that the Recording Industry Association of America is adjusting its strategy for combating the massive infringement occasioned by the sharing of music files over the internet. Since 2003, that strategy has been to pursue copyright infringement cases against individual file sharers. The RIAA now says it will focus less on pursuing infringement litigation and more on working with internet service providers to shut down the accounts of individuals suspected of illegally trading files. more
It depends on whose numbers you like. Andrew Odlyzko claims it's up 50-60% over last year, a slower rate of growth than we've seen in recent years. Odlyzko's method is flawed, however, as he only looks at public data, and there is good reason to believed that more and more traffic is moving off the public Internet and its public exchange points to private peering centers. Nemertes collects at least some data on private exchanges and claims a growth rate somewhere between 50-100%. more

It is aimed in the right direction, but makes a couple of mistakes on the numbers and falls to ground way short of its target. It troubles me that I appear to be the sole source for Doc's numbers (on the basis of some informal conversation and my Telecom Day speech in Wellington NZ last May). Emboldened by their summertime victory against Comcast, advocates of network neutrality said Thursday that the next front in battle for the principle would be against wireless carriers who make "unreasonable" network management decisions. In a panel discussion on managing wireless networks at the Wireless Communications Association conference here, Free Press Policy Director, Ben Scott and Google Telecom Counsel, Richard Whitt said that the FCC's Net neutrality principles would bar discrimination over wireless networks -- while conceding that the networks are, for the time being, more bandwidth-constrained than wired-based network. more
As the institutions of Wall Street continue to crumble one after another, there's a lesson to be learned for those of us who want to make sure the Internet remains as free and open in the future as it has been in the past. The collapse of Fannie Mae, Freddie Mac, Bear Stearns, Merrill Lynch, Lehman Brothers, AIG and the rest didn't happen overnight. The situation has been brewing for years. The subprime mortgage crisis may have precipitated the immediate tragedy, but underpinning the whole mess is a philosophy about business and government. more
Today the FCC is condemning Comcast's practices with respect to P2P transmissions.I'm happy for FreePress and Public Knowledge today, and I know they have achieved a substantial change in the wind. The basic idea that it's not okay for network access providers to discriminate unreasonably against particular applications is now part of the mainstream communications discourse. That has to be good news. I'm concerned on a couple of fronts. The FCC has taken the view that it can adjudicate, on a case-by-case basis, issues that have to do with "Federal Internet Policy." While attending the International Telecommunications Society's 17th bi-annual conference I attended yet another network neutrality session. Economists predominated at this conference and their collective read on network neutrality emphasizes the need for ISPs to "extract value" from content providers primarily by converting zero cost peering with ISPs into specific payments from individual content sources. I have no problem with offers of non-neutral, "better than best efforts" routing options to content providers who voluntarily opt in, particularly if the offer is made transparently and anyone can opt in. Last Friday (HT: IPDemocracy), Google filed a petition [PDF] asking that the Commission ensure that Verizon understands what those "open platform" requirements for the C Block really mean. Verizon has taken the position in the past that its own devices won't be subject to the "open applications" and "open handsets" requirements of the C Block rules, and Google says it is concerned that Verizon doesn't plan to follow those requirements in the future. When I initiated NNSquad (Network Neutrality Squad), one of my primary concerns was that many seemingly reportable "events" that can occur on the Internet -- and that might seem on their face to be network neutrality "violations" -- might actually be caused by innocent technical issues related to ISP operations, testing anomalies, or misinterpretation of test or otherwise observed data. Analysis of these situations -- which may invoke security and privacy concerns -- can be quite complex, and without a reasonably complete picture of events can also be considerably problematic... more
When I first read this post about Predictable Network Solutions on the excellent Telco 2.0 blog, I thought it was an April Fool's Day hoax. Then I remembered that it's a UK site, and some Googling confirmed that it's a real company. So my question is, will this technology -- or something like it -- eventually make network neutrality a non-issue? Or will it be the means for network operators to implement the discrimination that everyone is worried about? more

The stupid network essay calls for intelligence to reside at the edge of the network, rendering IP networks to plumbing pipes -- with carriers ignorant of the application and services being transported. more
