The Latin American and Caribbean Internet Registry (LACNIC) and Google will hold a series of workshops next month as part of Internet Week Trinidad and Tobago, an event intended to advance the Internet development agenda of the wider region. The workshops are part of a project through which LACNIC and Google seek to strengthen digital markets in Central American and Caribbean countries. This joint project seeks to enhance local connectivity and strengthen the ecosystem for entrepreneurs. more
The new High-Level Panel on Digital Cooperation (HLP.DC), appointed by UN Secretary General Antonio Guterres, will have its first face-to-face meeting in New York, September 25-26, 2018, just before the beginning of the 73rd UN General Assembly. Recently we've seen several examples of likely state sponsored security incidents of which the appropriateness was later strongly debated. Incidents such as states impacting commercial enterprises during cyber attacks; purported sabotage of critical infrastructure, and attacks on civilian activists have all, to a greater or lesser degree, led to concerns being raised by both civilian watchdog groups, academics, technologists and governments. more
The eighth RIPE NCC hackathon takes on the Quantum Internet! The hackathon will be held during the weekend before RIPE 77 in Amsterdam, and is co-organised by QuTech and TU Delft, along with the RIPE NCC. On August 14 at 11 AM ETECSA, Cuba's monopoly ISP, began a 9-hour, nationwide test of 3G mobile Internet access -- anyone near a 3G-equipped cell tower with a compatible phone and a prepaid mobile telephony account could get free access until 8 PM. As far as I know, the only notification was this post on the ETECSA Facebook page, but word of the test and instructions for getting online spread by word of mouth. more
Every four years, the 168-year-old, Geneva-based treaty organization that provides the legal basis for worldwide network communications, radio spectrum management, and satellite placements holds a "plenipotentiary" conference among its 193 sovereign nation members. The next plenipotentiary begins on 29 October for three weeks. Regenie Fräser, the former Secretary General of a regional trade association, has been selected to serve a one-year term on the board of trustees of the American Registry of Internet Numbers (ARIN). Fraser's appointment makes her the first person from the Caribbean and the first non-white person to serve on the ARIN board. ARIN is one of five registries worldwide that coordinate Internet number resources. more
The FCC Commissioner Michael O'Reilly's recently contributed opinion on the ITU in "The Hill" is beyond bizarre. It also sadly displays an appalling lack of knowledge of the organization and its history. I find it disturbing - as someone who held senior positions at both the FCC and the ITU and wrote the organization's history - how fundamentally ignorant an FCC Commissioner could be today of the global telecommunications ecosystem. more
At a recent workshop on cybersecurity at Ditchley House sponsored by the Ditchley Foundation in the U.K., a primary topic of consideration was how to preserve the freedom and openness of the Internet while protecting against the harmful behaviors that have emerged in this global medium. That this is a significant challenge cannot be overstated... That these harmful behaviors can and do cross international boundaries only makes it more difficult to fashion effective responses. more
