On August 14 at 11 AM ETECSA, Cuba's monopoly ISP, began a 9-hour, nationwide test of 3G mobile Internet access -- anyone near a 3G-equipped cell tower with a compatible phone and a prepaid mobile telephony account could get free access until 8 PM. As far as I know, the only notification was this post on the ETECSA Facebook page, but word of the test and instructions for getting online spread by word of mouth.

Regenie Fräser, the former Secretary General of a regional trade association, has been selected to serve a one-year term on the board of trustees of the American Registry of Internet Numbers (ARIN). Fraser's appointment makes her the first person from the Caribbean and the first non-white person to serve on the ARIN board. ARIN is one of five registries worldwide that coordinate Internet number resources.
The FCC Commissioner Michael O'Reilly's recently contributed opinion on the ITU in "The Hill" is beyond bizarre. It also sadly displays an appalling lack of knowledge of the organization and its history. I find it disturbing - as someone who held senior positions at both the FCC and the ITU and wrote the organization's history - how fundamentally ignorant an FCC Commissioner could be today of the global telecommunications ecosystem.

In just one week, the examples include increased information on FSB & GRU attacks on electoral systems and infrastructure, Trump's obliging tactical destruction of societal norms and propagation of the QAnon cult, U.S government agency officials playing "cyber security spin-the-bottle" at press conferences...
In the rather unique world of public international law for cybersecurity, the treaty provisions of the International Telecommunication Union (ITU) stand alone. They form the multilateral basis for the existence of all communication networks, internets, and services worldwide and have obtained the assent by every nation in the world. They also contain the only meaningful multilateral cybersecurity provisions that have endured over a century and a half through all manner of technological change.
The European Data Protection Board certainly has been keeping its records straight. Its 27 May statement starts with the following: "WP29 has been offering guidance to ICANN on how to bring WHOIS in compliance with European data protection law since 2003." All internet users have dealings with the Internet Corporation for Assigned Names and Numbers, yet the vast majority have never heard of ICANN.
ToDus, a messaging application described as a "Cuban WhatsApp" and Apklis, a distribution site for Android mobile apps, were featured at the First Computerization Workshop held recently at the Universidad de Ciencias Informáticas (UCI). One might ask, why do we need a Cuban WhatsApp and Apklis when we already have WhatsApp itself and the Google Play Store?
The existence of the 2001 Cybercrime Convention is generally well known. The treaty has now been ratified/acceded to by 60 countries worldwide, including the United States. Less well known is the existence of the Additional Protocol to the Convention "concerning the criminalization of acts of a racist and xenophobic nature committed through computer systems."
