WSIS+10 Consultations at the U.N. Next Week: The Negotiations Are Accelerating

Next Monday the WSIS+10 Second Informal Interactive Consultations will take place at the UN Headquarters in New York. Much of the discussions will focus on what is called the "zero draft", which is the draft outcome document of the overall ten-year Review of the World Summit on the Information Society (WSIS). As it stands, the text is an effort from the negotiators to collect multiple perspectives, reconcile differences and hopefully make progress towards consensus before the UN General Assembly High-Level Meeting in December. more

Rx for Dublin Progress: Board Transparency, Specificity, and Community Acknowledgement

In just a few days the ICANN 54 meeting will be up and running in Dublin, and schedule revisions are being implemented to devote even more time to discussion of accountability measures to accompany the transition of IANA stewardship. These developments come in the wake of the ICANN's Board pronouncement that it will not support either the "sole member" model (SMM) devise by the CCWG-ACCT (CCWG) after ten months of intensive labor, or even the "designator" model that it was considering as a possible fallback. more

IGF 2015 Tackling the Next Billion Online Challenge

Just two weeks ago, the United Nations hosted the Sustainable Development Summit (SDS) where the international community embraced a new global agenda. I was very pleased that ICTs were recognized as a crucial platform for the implementation of this agenda, which sets an ambitious goal to "significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet in least developed countries by 2020" (paragraph 9c of the text for the new Sustainable Development Goals). more

Thoughts on the Open Internet - Part 5: Security

Any form of public communications network necessarily exposes some information about the identity and activity of the user's of its services. The extent to which such exposure of information can be subverted and used in ways that are in stark opposition to the users' individual interests forms part of the motivation on the part of many users to reduce such open exposure to an absolute minimum. The tensions between a desire to protect the user through increasing the level of opacity of network transactions to third party surveillance, and the need to expose some level of basic information to support the functions of a network lies at the heart of many of the security issues in today's Internet. more

Revisiting Internet Governance

You might recall that I played an advisory role to the World Conference on International Telecommunications (WCIT) in 2012 in Dubai. In the run-up to that event -- as well as during and after it -- I gave my opinion on the role of internet governance, plus an analysis of what was happening. At that time I held a more conciliatory position on the issue, but you may have noticed that, in the wake of the Snowden revelations and the illegal NSA activities, as well as many other similar activities from ASIO in Australia and no doubt the Russian, Israeli and Chinese authorities, my position has shifted significantly. more

On September 25th-26th the Cross Community Working Group developing enhanced accountability measures to accompany the IANA functions transition, and replace the "backstop" role played by the U.S., will meet in Los Angeles to review the 90 comments filed on their second draft Proposal and consider responsive modifications... IANA Stewardship Transition: Full Steam Ahead

Last week the IANA Stewardship Transition Coordination Group (ICG) met in Los Angeles to review and discuss public comments concerning the Proposal to Transition the Stewardship of the Internet Assigned Numbers Authority (IANA) Functions. Upon review of the comments received, the ICG decided to continue advancing the proposal as planned, aiming to make as much progress as possible by the time of ICANN 54, scheduled for October 19-22. more
