Microsoft took down a Zeus botnet recently. Within days it was publicly accosted by Fox-IT's director Ronald Prins for obstructing ongoing investigations and having used Fox-IT's data. This was followed by the accusation that Microsoft obstructs criminal proceedings... On top of all this EU Commissioner Cecilia Malmström announced that cooperation between law enforcement and industry will be forged in the European Cyber Crime Centre as of 2013. Some unsettling plans declared themselves at the International Telecommunication Union (ITU) this week as countries prepared for the up-coming treaty-making jamboree called the World Conference on International Telecommunications (WCIT). This community will now have to decide what it does about them. ... It was significant to the CircleID community that the ITU's top dog -- the Secretary General - appeared in person before the assembled countries with a reassurance: the broad and unusual WCIT treaty negotiation, though it may treat many issues, would not take up Internet governance. more

Multistakeholder Advisory Group of the Internet Governance Forum Has Been Renewed

The United Nations has announced that the membership of the Multistakeholder Advisory Group of the Internet Governance Forum has been renewed. A total of 56 members, 33 among them new, have been appointed. The Advisory Group members are from all stakeholder groups and all regions, representing Governments, the private sector, civil society, academia and technical communities. more

Internet Governance: Coin of the New Realm

The Aspen Institute released the IDEA Common Statement and Principles as a do no harm Hippocratic Oath for Internet governance. The Aspen report describes the present moment as an inflection point for "the most robust medium of information exchange in history". Reed Hundt outlined the risks associated with Internet governance changes favored by China and a group of developing nations through the ITU. more

ICANN held its first international meeting of 2012 last week in San Jose, Costa Rica, and kicked off the week on a high note with an inspired speech by Costa Rican President Laura Chinchilla. While Chinchilla's point was made in reference to recent U.S. legislative initiatives and other proposals to increase Internet regulations at the international level, the tug-of-war over online rights and the governance framework to develop and assure them was a common thread throughout much of the ICANN meeting. more

Domain Seizures for Copyright Infringement Likely to Move Beyond U.S. Based Registries

Efforts to take down websites for copyright infringement are likely to move beyond U.S.-based domain name registries, with ICANN promising to more closely cooperate with global law enforcement agencies and governments. During an open session with the Government Advisory Committee (GAC), the ICANN board confirmed that it will enforce its contracts with registrars more effectively in order to meet expectations from governments and law enforcement authorities. more

Costa Rica, ICANN, and Nonviolent Governance

There's a peaceful feeling in the air at ICANN's meeting this week, and I think it has something to do with being here in Costa Rica. Speaking at today's opening ceremony, Costa Rican President Laura Chinchilla described how, back in 1948, her country became the first to willingly go without any kind of armed forces for national defense. In that respect, Costa Rica is a lot like ICANN: alone in a hostile world with only its constituents and allies for protection. more
