The imminent expiration date (September 30) of the joint project agreement between ICANN and the US government, establishing the US as unilateral supervisor over Internet's addressing and Domain Name System (DNS) operations, has rejuvenated the call for an internationalization of Internet oversight. Yesterday I said that the original motivations for adding new TLDs were to break VeriSign's monopoly on .COM, and to use domain names as directories. ICANN's Sydney meeting has come and gone, with the promised flood of new Top-Level Domains (TLDs) claimed to be ever closer to reality. Does the world need more TLDs? Well, no. We read and hear a lot of complaints from trademark interests about allegedly rampant cybersquatting and other forms of trademark infringement, but it's rare to see a story about reverse domain name hijacking and other abuses committed by them. The beginning of the year saw IPv6 added to the DNS root, closing a major hole for IPv6-only communication. In mid-year, the US federal government's IPv6 mandate came into effect, requiring all federal IP backbones to support IPv6. While the mandate didn't have anywhere near the effect that many had hoped for, it did spur many vendors to add IPv6 support to their products. The amount of observed IPv6 traffic increased considerably, but we still lack good data for how much IPv6 is being used. So, where were we at the end of 2008? more
Jonathan Zittrain's recent book, The Future of the Internet -- And How to Stop It, has spurred a lot of discussion both online and offline, with blog posts lauding his insights or criticising his over-apocalyptic imagination. The book itself makes fascinating reading for those who have watched the network grow from its roots in the research community into today's global channel for communications, commerce and cultural expression... One of the reasons that Zittrain puts forward for the growing popularity of closed or, as he prefers 'tethered', devices, is that they are less vulnerable to hacking, security flaws, malware and all the other perils that face any internet-enabled system. more
The principle that Internet governance "is a joint effort which requires cooperation and partnership among all stakeholders" (Geneva Declaration of Principles, para 20) has become axiomatic since it was first agreed at WSIS, and is fundamental to the IGF as a "new forum for multi-stakeholder policy dialogue" (Tunis Agenda, para 72). However at the same time as this principle has been universally embraced, some of its implications, that would require the four stakeholder groups identified in the Tunis Agenda to collaborate on the development of joint policy recommendations (Tunis Agenda para 72(g)) have met with resistance. That the strongest resistance has come from those stakeholders with the greatest investment in the existing Internet governance regime... more
As Antonios Broumas has correctly observed, the Internet Governance Forum (IGF) begins life in Athens next week without the means for its participants to agree upon any substantive documents such as resolutions or declarations. Indeed, according to Nitin Desai, the Chairman of its Advisory Group, it is impossible for the IGF to make any decisions, as it "is not a decision-making body. We have no members so we have no power to make decision."... more
There is considerable coverage this morning (or this evening in Tunis) on the last minute WSIS deal struck yesterday. The gist of the coverage rightly reports that the U.S. emerged with the compromise they were looking for as the delegates agreed to retain ICANN and the ultimate U.S. control that comes with it (note that there is a lot in the WSIS statement that may ultimately prove important but that is outside the Internet governance issue including the attention paid to cybercrime, spam, data protection, and e-commerce). This outcome begs the questions -- what happened? And, given the obvious global split leading up to Tunis, what changed to facilitate this deal? more
More than 200 leaders from government, business and civil society attended the Global Forum on Internet Governance, held on 25 and 26 March 2004 and organized by the United Nations Information and Communication Technologies (ICT) Task Force. The forum, held at United Nations Headquarters in New York, was intended, according to a UN press release, "to contribute to worldwide consultations to prepare the ground to a future Working Group on Internet Governance to be established by Secretary-General Kofi Annan, which is to report to the second phase of the World Summit on the Information Society (Tunis, 2005)". more
