Any new top level domain approved for the Internet will have to be more than just a single label. ICANN's new gTLD program committee (NGPC) has decided to ban the use of "dotless domains". TLD operators that had planned to use their new suffix as a keyword, i.e. just the string and nothing else, will now have to reconsider. more
The World is not inventing Internet Governance. Internet is already being governed. There is governance, but without a formal structure -- the structure is undefined like a round table... The opponents of the concept of Internet Governance perhaps believe that the essential character of the Internet is preserved best by challenging the very concept of Governance. Wednesday's announcement by the Obama administration, that former Washington state governor Gary Locke has been nominated as the next Secretary of Commerce could be a good sign for Internet governance, and the continued globalization of the ICANN regime. The US government is looking at telling ISPs how to deal with compromised customers and botnets. They're a bit late to the party, though. Most of the major commercial ISPs have been implementing significant botnet controls for many years now. more

The final meeting of the CWG WCIT prep WG has just concluded its work and the chair will be reporting to the Council the results of our work. Cybersecurity regulation is coming. Whether regulations intended to enhance critical infrastructure protection will be based on existing statutory authority, new legislation, an Executive Order or a combination of legal authorities, however, is still unknown. Other aspects of the coming federal oversight of critical infrastructure cybersecurity that remain undetermined include the extent to which governance system will include voluntary characteristics and the time frame for initiation of new cybersecurity regulation. more
China as a nation with a population of 1.3 billion people, represents over a fifth of the whole world and for this reason, if not for any other, we need to sit up and listen to anything that China says, though a lot of what China says may be disagreeable. China unambiguously stated its position during the Internet Governance Forum (IGF) Open Consultations at Geneva on May 13. On this instance, I consider the views expressed by China largely respectable, but needs to be bridged in some areas. more
ICANN's 44th public meeting is about to start in a few days with a number of topics on the agenda. Some of them are new, while some of them are ongoing. First off, ICANN will be announcing the new CEO this Friday afternoon in Prague. Whoever it is will be coming to the organisation at a time when it faces a number of significant challenges. The key to fixing any part of the Internet infrastructure is to understand the business cases for the parties whose behavior you want to influence and design the technology accordingly. People who follow this approach (Sir Tim Berners-Lee and the World Wide Web) have a chance of succeeding. People who ignore it (DNSSEC, IPv6) will fail. The root problem here is that the ICANN DNS does not differentiate between the parts of the Internet that are accountable and those that are not. more

What is a "secure" network, and how do we secure it using traditional techniques of network perimeter traffic inspection when all the network traffic is opaque? If we can't see inside the DNS anymore, then how can we tell if (or when) the DNS has been captured by one or two digital behemoths? more
