As the expiry date of the current IANA Functions contract approaches (October 1st, 2016), some in the US Congress are challenging the validity of the proposal to transfer (or "transition") the ovesight role currently exercised by the US Administration, to a multistakeholder system equipped with checks and balances. A letter was sent to the President of the United States of America. Similar letters were sent to the Speaker and Leadership of the House of Representatives, as well as to the President pro tempore and Leadership of the Senate. more
In follow up to reports on ICANN's termination of notorious domain name registrar, EstDomains due to fraudulent activities, the Internet oversight agency is now preparing to transfer domain names of its customers to other registrars... However the question asked by experts is whether any other registrar would have an interest in inheriting EstDomains questionable domain names. more
During the Mobile World Congress 2012, Google's executive chairman Eric Schmidt, today warned against United Nations' treaty aimed at bringing more Internet regulation. "That would be a disaster... To some, the openness and interoperability is one of the greatest achievements of mankind in our lifetime. Do not give that up easily. You will regret it. You will hate it, because all of a sudden all that freedom, all that flexibility, you'll find it shipped away for one good reason after another." more
Finally, Guyanese Internet users at all levels who are interested in internet governance issues and policy-making now have a local organization to address their interest. The Internet Society, a leading advocate for the open development, evolution, and use of the Internet for everyone, announced on October 10, 2017, at the official launch of the Internet Society Guyana Chapter that they were happy to finally have Guyana onboard. more
Here in the United States, we recently celebrated Thanksgiving and with that, we now enter the last weeks of 2018. I've spent much of this past year involved in ICANN's Expedited Policy Development Process (EPDP) for gTLD Registration Data and I'm happy to say our group has reached a historic milestone. Just last week, the group published its initial report for public comment. more
Turkey's Parliament has passed a bill that includes controversial arrangements concerning the protection of online privacy despite concerns raised by the European Union as well as Turkish NGOs and opposition parties, according to a report today by Turkey's Daily News. more
China's high-profile "World Internet Conference" will be held next month where more than 1,000 representatives from tech firms and regulators are expected to attend. The event will be held from Nov. 19-21 in Wuzhen, Zhejiang Province. The conference is planned to cover topics including global Internet governance, mobile Internet, cross-border e-commerce, cyber security and terrorism. more
The year 2025 will be a landmark year for digital diplomacy and global governance. It is the year of wrapping up the UN cybersecurity OEWG and the negotiations on cybercrime at the Ad Hoc group. It's the year UN member states will decide on the future of the World Summit of Information Society process and the Internet Governance Forum (IGF). more
I think the new gTLD program will have many successes. It is a failure, however, when it comes to serving developing and less developed economies, especially the communities in those economies. Actually it failed in serving communities anywhere, but it really failed when it came to serving the peoples of the world outside WEOG (the UN designations for the developed Western European nations and Other Groups; others including AU, CA US, and NZ). more
The Secure 5G and Beyond Act of 2020 has been submitted by the U.S. Congress to the White House for signing into law. It has been sitting there for several days now, but there are obviously more important developments demanding attention than a law compelling the Executive Branch to develop a 5G security strategy within 180 days through public and Federal agency consultations that will be implemented by the NTIA. more
It's been an interesting couple of weeks for me, in mid-October 2023. I presented in a couple of panels at the 18th Internet Governance Forum meeting, held in Kyoto, Japan, and I also listened in to a couple of sessions in their packed agenda. The following week, I followed the presentations at NANOG 89, the meeting of the North American Network Operator's Group, and listened to a presentation by John Curran, the President and CEO of ARIN, where he gave his impressions of the current state of Internet Governance. more
On the 5th of November 2019, the release of the first of ITU's Measuring Digital Development series coincided with Freedom House's unveiling of its Freedom on Net 2019 report. This serendipity prompted me to write this blog note after carefully examining both reports. On one hand, ITU's analytical publication, with its new friendly format, emphasizes that Internet use continues to spread, warning however that the digital gender gap is widening. more
A Chinese law that went into effect six months ago required online service providers to file details of the algorithms they use with China's centralized regulator, the Cyberspace Administration of China (CAC). In mid-August, CAC released a list of 30 algorithms used by companies such as Alibaba, TenCent and Douyin, the Chinese version of Tiktok, with a brief description of their purpose. more

There is currently a heated discussion going on in Europe, and particularly here in Germany, about the use of COVID-19 digital tracing apps, a discussion that shows us how much the Internet has become a matter of life and death. The uses for such apps are undeniable, but the idea of deployment still meets with popular resistance. Sensitized by countless leaks and hacks, and chafing under restrictions in their freedom of movement, people are concerned that even the last zones of privacy are to be monitored, and that the personal data collected could be misused. more
