Internet Access: A Chokepoint for Development

In the 1980's internet connectivity meant allowing general public to communicate and share knowledge and expertise with each other instantly and where it was not possible otherwise. Take the story of Anatoly Klyosov, connecting Russia to the western world for the first time in 1982, as an example. I think we are all hoping that when ICANN meets with the DPAs (Digital Protection Authorities) a clear path forward will be illuminated. We are all hoping that the DPAs will provide definitive guidance regarding ICANN's interim model and that some special allowance will be made so that registrars and registries are provided with additional time to implement a GDPR-compliant WHOIS solution. more

The WSIS+20 Roadmap: Baby Steps in the Right Direction

The final phase of the WSIS+20 review has started. The two co-facilitators, Ambassador Suela Janina from Albania and Ambassador Ekitela Lokaale from Kenia, published on May, 21, 2025, their road map. The WSIS+20 Roadmap will lead us to the WSIS High-Level Meeting of the UN General Assembly (UNGA), scheduled for New York at the UN HQ on December 16-17, 2025. The first intergovernmental consultations were held on May 30, 2025, in New York. Two online stakeholder consultations followed on June 9 & 10, 2025. more

At the ARIN Meeting

I have been attending the American Registry for Internet Numbers (ARIN) meeting in Toronto. ARIN is one of the RIRs, i.e., the Internet address registry and policy making authority for North America. Although I have observed and participated on RIR lists for some time and interacted with RIR representatives at ICANN, WSIS and IGF, this is the first time I have been able to attend a meeting. IPv4 Historical Imbalances and the Threat to IPv6

Internet Users: Is It Time For A Declaration Of Independence?

Although, undoubtedly, it is disappointing, it is not surprising that after four years of experimenting with Internet governance, the first corporate entity to take on the ambitious task -- the Internet Corporation for Assigned Names and Numbers (ICANN) -- has not achieved the legitimacy of a global consensus-based manager of the Internet's domain name system. Simson Garfinkel explains, in his insightful piece in the March 2003 issue of Technology Review, that it has become conventional wisdom that "ICANN serves as a model for systematically shutting the public out" of its policy making activities. It should go without further explanation that the ICANN model is a particularly bad governance model, if consensus-building is supposed to be the corporation's linchpin of legitimacy.
