They were a process never created or evaluated by the Multistakeholder process, thrown together for one purpose and allowed to morph into a mechanism for an almost unlimited number of un-reviewed other purposes. The 78th UN General Assembly (UNGA) addressed the issue of cybersecurity again at one of its last meetings in December 2023. It included the adoption of four resolutions on the Open-Ended Working Group (OEWG), a "Program of Action" (POA), and autonomous weapon systems. The texts of the four draft resolutions were negotiated in UNGA's 1st committee, responsible for international security issues, in October and November 2023. more

ICANN has posted its suggested .net agreement [PDF]. The new draft puts the ICANN Board and the Names Council firmly in control of the registry's future, and represents a substantial change to the existing registry contracts. No one gave ICANN the power to do this, and it is strange that no approval by anyone -- including the US Dept of Commerce -- is being sought to make this happen. ICANN is taking the occasion of the .net rebid to restructure its entire relationship to the world. more
Recently, I had time to reflect on various matters after the alternator in my vehicle decided that the middle of a mountain pass was the appropriate time and place to go to that great big pick-and-pull scrapyard in the sky while leaving me stranded with no cell signal on the side of the road in the middle of nowhere. Until that point, I had been seriously considering applying to ICANN's Nominating Committee for one of the three open seats on ICANN's Board of Directors. more
What happens if ICANN fails? Who will run the DNS then?
Of course to many, ICANN already has failed -- spectacularly so. Critics have long complained that ICANN not only lacks accountability and legitimacy, but also that it is inefficient (at best) and downright destructive (at worst). According to these critics, ICANN's many sins include threatening the stability of the Internet, limiting access by imposing an artificial domain name scarcity, and generally behaving like a petulant dictator. more

Kennedy School of Government, Harvard University titled, "Jefferson Rebuffed: The United States and the Future of Internet Governance". The following excerpt provides an overview of the paper: "Over the last several years, many have called for an internationalization of Internet governance in general, and Internet naming and numbering in particular. The multi-year WSIS process that culminated in November 2005 was intended to create momentum in such direction. There are still a number of countries who have Queen Elizabeth as their titular head of state. My country, Australia, is one of those countries. It's difficult to understand what exactly her role is these days in the context of Australian governmental matters, and I suspect even in the United Kingdom many folk share my constitutional uncertainty...
