Speaking at the Internet Governance Forum (IGF) meeting in Vilnius , Lithuania, on Tuesday, Rod Beckstrom, ICANN's President and CEO, warned against the danger of placing Internet governance into the framework of intergovernmental organizations exclusively. "If governance were to become the exclusive province of nation states or captured by any other interests, we would lose the foundation of the Internet's long-term potential and transformative value. Decisions on its future should reflect the widest possible range of views and the wisdom of the entire world community -- not just governmental organizations." more
Is it time for a split between allocation and services for Internet number resources as was the case for domain name resources? Back in 1996, Network Solutions had essentially four different government granted monopolies... In 1997, Network Solutions "spun" off the 3rd and 4th monopoly into a non-stock corporation known as American Registry for Internet Numbers (ARIN) which has continued the monopoly for its region after spinning off several other Regional Internet Registers (RIR) which are in themselves monopolies. more
The Internet Corporation for Assigned Names and Numbers (ICANN) is a Petri dish for acronyms. The latest one to be introduced into the ICANN lexicon is MOPO which is short for Morality and Public Order. MOPO is one of the four grounds by which a third party can challenge an application for a new generic top-level domain (gTLD). The profile of MOPO recently increased when ICANN's Government Advisory Committee (GAC) provided formal advice to the ICANN Board regarding the current MOPO procedures set forth in ICANN's Draft Applicant Guidebook (DAG) for new gTLD applicants. The resolution of this issue will largely determine whether new gTLD applications will be accepted by ICANN in 2011 as planned or sometime in the far distant future. more
Over the years I have been critical of ICANN's inability on several occasions to match its words on openness, transparency and accountability with its actions. Therefore, it was a very pleasant surprise to see ICANN post the Board briefing documents in connection with two of its last three Board meetings. more

New generic Top-Level Domains (gTLDs) appear to be headed for introduction next year, finally. That's a good thing for many ICANN constituents who have been waiting for them to become available. Important questions persist about how new gTLDs will affect ICANN and its constituents, however, despite a lot of effort to resolve concerns. Pressing those questions should not be taken as criticism of the basic wisdom of making new gTLDs available to many constituents under many circumstances. But too much is at stake not to get it right. more

Schneier's article, and the crux of his point, is that the term cyber war and the threat of cyber warfare has been greatly exaggerated. The real problem in cyberspace is not the threat of cyber warfare wherein a foreign government, or possibly non-state actor, conducts a cyber attack on another nation. more
After the court's decision, the PTA ordered all the operators in the country to block the website, www.facebook.com, until further orders. It said the directives had been issued by the ministry of information technology and telecommunication in view of the LHC's order. All the ISPs of Pakistan have blocked access to all the hosting servers of www.facebook.com. ...all the Mobile Network Operators of BlackBerry Services in Pakistan were also trying to block access to the FaceBook.com but they could not do it because the Blackberry Services are routed through RIM... more
A new study has been released by Center for Strategic and International Studies (CSIS) Commission on Cybersecurity for the 44th President that looks into cybersecurity manpower challenges in the United States. The report titled, "A Human Capital Crisis in Cybersecurity," is produced by CSIS - a bipartisan public and foreign policy think tank in Washington. more
